Role Purpose

The PMO & Master Planning Specialist is a key member of the Site Facilities & Engineering (F&E) team, responsible for governance, integration, and performance of the site engineering and facilities project portfolio. The role provides strategic oversight of capital planning, project prioritisation, initiation and execution. This is done by leveraging Amgen global project management tools, methodologies, and industry best practice. The position ensures alignment between site strategy, regulatory expectations, resource capacity, and long‑term facility development through robust master planning and portfolio governance.

Key Duties and Responsibilities

The PMO & Master Planning Specialist will be the business owner of the Integrated Business Planning (IBP) PMO process. This process provides governance of the site project portfolio, ensuring objective prioritisation aligned with site strategy.

Develops, implements, and sustains PMO policies, standards, and procedures to support effective oversight of projects at ADL.

Leverages Amgen global tools, methodologies, and best practices, actively adopting learnings from the network and sharing ADL best practices globally.

Represents ADL in corporate portfolio and project management forums and acts as an active member of the global PMO network.

Site Master Planning & Strategic Capital Planning

Leads the development, governance, and ongoing maintenance of the Site Master Plan.

Integrates site requirements into a rolling multi-year strategic capital plan aligned with business growth, capacity, and compliance needs.

Provides data‑driven portfolio analysis and scenario planning to support capital investment decisions.

Performs feasibility studies to develop a basis for the masterplan.

IBP PMO Process: Portfolio Oversight

Maintains a central repository for all approved site projects, portfolio decisions, and associated governance documentation.

Coordinates communication of portfolio decisions and translates impacts clearly to stakeholders across engineering, manufacturing, quality, and site leadership.

Communicates portfolio roadmaps, progress, risks, mitigation plans, and impacts to senior management and cross‑functional stakeholders.

Escalates portfolio risks, constraints, or breaches of decision authority to site management in a timely and structured manner.

Resource Planning & Capacity Management

Facilitates site resource loading and capacity analysis to balance project demand against available engineering and site resources.

Provides clear, data‑driven recommendations to leadership on sequencing, trade‑offs, and constraints.

Identifies, anticipates, and proactively resolves portfolio‑level conflicts and interdependencies.

Operational Excellence & Continuous Improvement

Leads strategic cross‑functional and cross‑organizational initiatives that improve portfolio performance and predictability.

Continuously reviews and improves PMO and engineering governance processes to ensure ongoing suitability, adequacy, and effectiveness.

Develops and tracks KPIs to benchmark site, global, and industry portfolio performance.

Drives structured retrospectives and embeds lessons learned to strengthen delivery maturity.

Fosters a culture of accountability, transparency, and delivery excellence across site project teams.

Basic Qualifications & Experience

  • Bachelor’s degree in Science, Engineering, or a related discipline.
  • Minimum of 6 years’ directly related experience in engineering, facilities, or capital project environments.
  • At least 5 years’ leadership experience directing teams, programs, portfolios, or resource allocation.
  • Formal project management qualification (PMP, IPMA, or PRINCE2 Practitioner) is an advantage.
  • Strong knowledge of cGMP environments and experience supporting a 24‑hour manufacturing site.

  • Excellent communication and stakeholder‑management skills within highly matrixed organizations.
  • Demonstrated ability to identify portfolio risk, manage ambiguity, and make effective decisions under pressure.
  • Proven capability to prioritise competing demands and clearly articulate trade‑offs and consequences.
  • Experience mentoring, coaching, and transferring project and portfolio management expertise.
