What this job involves:

As the Regional Commercial Lead for the Asia Pacific & Japan (APJ) region, you will serve as the strategic financial partner for our client's capital programme, working in close partnership with the APJ Account Management and Project Management Director. You will oversee all commercial activities in relation to capital project works across the region, including capital planning, cashflow forecasting, cost estimating, and cost assurance. Supported by a a dedicated Commercial Manager for India-based projects, you will work with other members of the “on-Account” team to ensure financial integrity, process compliance, and strategic cost optimization across three sub-regions (India, Japan, and the rest of Asia). This position demands a strategic thinker who can translate complex financial data into actionable insights, drive continuous improvement in financial governance, and build trusted relationships with both internal stakeholders and client leadership. Core responsibilities:

• Lead the development and management of multi-year regional capital plans, ensuring alignment with client strategic objectives, budget parameters, and portfolio priorities across APJ countries

• Oversee all financial aspects of the capital programme, including forecasting, cashflow management, budget tracking, variance analysis, and financial reporting to senior client stakeholders

• Direct the preparation of Rough Order of Magnitude (ROM) cost estimates, as part of the business approval process, for projects in pre-initiation / feasibility phases, driving improved accuracy, market competitiveness, and adherence to established cost benchmarks

• Develop and implement a process to undertake financial audits and performance reviews of variable project teams across the region, providing cost assurance, identifying cost leakage, and ensuring compliance with contractual financial processes and controls

• Provide direct oversight of the India Commercial Manager, fostering their professional development and ensuring consistent delivery of commercial excellence

• Analyse regional capital expenditure data to identify bundling opportunities, strategic sourcing initiatives, and prioritization recommendations that contribute to cost savings and deliver operational efficiencies

• Establish and maintain financial governance frameworks and processes, ensuring adherence to client corporate instructions, procurement policies, and regulatory requirements across all APJ markets

• Partner with Regional Project Management Directors in India, Japan, and Rest of Asia to provide commercial guidance, resolve financial issues, and support project delivery within approved budgets and schedules

• Prepare and present financial reports, dashboards, and strategic insights to the APJ Account Management and Project Management Director and client leadership, clearly communicating performance trends, risks, and opportunities

• Drive technology enablement and adoption of capital planning platforms (such as JLL’s Project Management Information System, Ingenious and other business intelligence tools), ensuring data accuracy, system integrity, and user proficiency across the regional team

• Lead quarterly financial reviews with internal and external stakeholders, facilitating transparent discussion of capital plan performance, forecast accuracy, and continuous improvement initiatives

• Develop and maintain capital planning documentation, including process procedures, standards of excellence, and best practice guidelines tailored to the unique requirements of APJ markets.  Interface with counterparts in America / LATAM to drive global consistency

• Liaise with client procurement and finance teams to ensure timely resolution of invoicing, payment, and contractual financial matters, maintaining strong collaborative relationships

• External cost consultants, quantity surveyors, and benchmarking providers

Success Criteria:

• Delivery of accurate, timely, and actionable regional capital plans that align with client strategic objectives and budget constraints

• Achievement of quarterly and annual financial performance targets, including forecast accuracy, budget adherence, and cost savings goals

• Successful execution of financial audits and assurance reviews, demonstrating consistent compliance with contractual processes and controls

• Client satisfaction scores reflecting trust, transparency, and value delivery in commercial and financial advisory services

• Implementation of process improvements and technology enhancements that drive efficiency, accuracy, and scalability in capital planning operations

• Proactive identification and mitigation of financial risks, minimizing budget overruns and contractual disputes across the regional portfolio
