Job Description
Position Title: Head of QA/QC – Data Center Delivery
Business Line: Project & Development Services / Project Management Consultancy
Reporting To: Project Director / Program Director / Technical Director
1. Role Summary
The Head of QA/QC is a senior technical and governance authority responsible for establishing, implementing, and overseeing quality assurance and quality control (QA/QC) frameworks across the delivery of data center and missions.
The role represents the client’s quality, compliance, and risk interests, ensuring that all design, procurement, construction, and handover activities meet approved standards, specifications, regulatory requirements, and operational reliability expectations. The QA/QC Head supports projects from early design through construction, commissioning, and handover, with a strong focus on quality governance, compliance monitoring, defect prevention, and continuous improvement in fast‑track environments.
2. Key Responsibilities
QA/QC Leadership & Project Delivery
- Provide end‑to‑end QA/QC leadership across data center projects from design development through construction, commissioning, and handover.
- Act as the QA/QC Lead, advising the client on quality strategies, risks, compliance gaps, and corrective actions.
- Develop, implement, and maintain the Project Quality Management Plan (PQMP) in alignment with Employer’s Requirements (ERs), contractual obligations, and client standards.
- Establish quality objectives, inspection regimes, and acceptance criteria aligned with program, phasing, and operational readiness requirements.
3. Design Quality Review & Technical Governance
- Oversee quality assurance of design deliverables across all disciplines, including:
- CSA, MEP, ELV, IT, and specialist systems
- Specifications, drawings, calculations, and schedules
- Ensure design deliverables comply with:
- Local codes, regulations, and authority requirements
- International standards (e.g., ISO, NFPA, ASHRAE, IEC)
- Client data center design standards and quality benchmarks
- Verify incorporation of constructability, maintainability, and commissioning requirements into design documentation.
- Participate in design reviews, technical workshops, value engineering, and constructability sessions with a quality focus.
4. Construction Quality Oversight, Audits & Compliance
- Provide QA/QC oversight during construction to ensure works comply with approved designs, specifications, and quality plans.
- Review and approve contractor Quality Plans, Inspection and Test Plans (ITPs), method statements, and material submittals.
- Conduct regular site inspections, quality audits, and compliance reviews.
- Monitor and track non‑conformances (NCRs), observations, and corrective/preventive actions.
- Ensure workmanship quality, testing compliance, and traceability of materials and installations.
- Oversee defect management, punch lists, and quality close‑out processes.
5. Interface Management & Coordination
- Coordinate closely with:
- CSA, MEP, ELV, IT, and commissioning teams to ensure consistent quality standards
- Contractors, subcontractors, and vendors to enforce quality requirements
- Commissioning teams to ensure quality readiness prior to testing and IST
- Ensure quality requirements are embedded in procurement, construction, and commissioning workflows.
- Support cross‑discipline coordination to prevent quality gaps and interface failures.
6. Risk Management, Continuous Improvement & Change Control
- Identify quality‑related risks impacting safety, performance, durability, and operational reliability.
- Implement preventive quality measures to reduce rework, delays, and defects.
- Support phased delivery, fast‑track, and live environment projects while maintaining quality standards.
- Provide QA/QC input to change management, variations, and claims.
- Support schedule and cost impact assessments related to quality issues and corrective actions.
- Promote continuous improvement through lessons learned and quality trend analysis.
7. Data Center–Specific QA/QC Expertise
- Quality oversight of mission‑critical systems including:
- Structural and architectural works
- Electrical power and grounding systems
- Mechanical cooling and containment systems
- ELV, controls, BMS, EPMS, and DCIM systems
- Ensure quality alignment with redundancy, resilience, and Tier‑level requirements.
- Monitor quality readiness for commissioning, IST, and operational handover.
- Ensure quality documentation supports long‑term operations and maintenance.
8. Client & Stakeholder Management
- Act as the primary QA/QC representative to the client.
- Support senior leadership in managing client expectations related to quality and compliance.
- Present quality status, risks, trends, and corrective actions to stakeholders.
- Coordinate with authorities, designers, contractors, and vendors on quality matters.
- Maintain complete and auditable quality records and reports.
9. Qualifications & Experience
Education
- Bachelor’s degree in engineering, Construction Management, or a related technical discipline.
Professional Certifications (Preferred)
- ISO 9001 Lead Auditor or equivalent.
- Chartered Engineer / Professional Engineer (CEng, PE, or equivalent).
- Data center or mission‑critical certifications (e.g., Uptime Institute ATD, CDCP) are advantageous.
Experience
- 15–20 years of experience in QA/QC, construction quality management, or technical governance roles.
- Proven experience delivering data center or mission‑critical infrastructure projects.
10. Technical Skills & Tools
- Advanced understanding of QA/QC systems, inspection regimes, and audit methodologies.
- Strong knowledge of construction standards, codes, and authority requirements.
- Familiarity with quality management systems, NCR tracking, and reporting tools.
- BIM and digital tools for quality inspections and issue tracking.
- Strong technical reporting, documentation, and governance capabilities.
11. Core Competencies

- Ability to enforce standards while maintaining collaborative relationships.
