PRIMARY DUTIES & RESPONSIBILITIES
Join Our Team as a Senior Project Manager
We are seeking a dedicated professional to lead our most impactful street infrastructure and capital construction projects. You will serve as a coordinator for complex contracts while ensuring the long-term preservation of our city's roadways. This role offers the opportunity to oversee a variety of rehabilitation programs from initial planning through final field monitoring. Your expertise in pavement management data and structural surveys will directly influence the safety and quality of our public right-of-way. The hiring range for this role is $91,042 - $113,802 annually.

Position overview.
The Capital Projects Senior Construction/Project Manager prepares, manages and coordinates multiple and complex construction contracts for capital projects related to street infrastructure rehabilitation and preservation.
PRIMARY DUTIES & RESPONSIBILITIES
- Coordinates and manages construction contracts for major street rehabilitation projects including street overlay and concrete rehabilitation and preservation programs
- Oversees all or a portion of contracted capital projects
- Coordinates and manages street preservation and maintenance contracts including chip seal, slurry seal, crack seal and concrete street preservation
- Reviews and approves progress payments for capital project construction project contracts and represents the Street Division at meetings with contractors, other departments within the city and other outside agencies
- Prepares reports on construction activities and coordinates with other divisions and other agencies on infrastructure rehabilitation and preservation projects
- Coordinates the work of employees in the collection of pavement condition data
- Reviews and analyzes pavement condition data and recommends appropriate rehabilitation and preservation strategies and organizes and prepares program contracts
- Coordinates collection and maintenance of various types of roadway infrastructure condition data required for the pavement management system including surface distress surveys and structural surveys
- Performs research and analysis of infrastructure condition data on public rights-of-way throughout Aurora
- Maintains computerized record keeping system of pavement data
- Prepares construction contract documents including plans, drawings, specifications and estimates
- Prepares recommendation s for contract awards
- Prepares and monitors program budget, including expenditures
- Manages maintenance contracts through field monitoring and quantity calculations
- Coordinates placement, maintenance and programming of portable variable message boards
- Coordinates maintenance of road weather information system and automated vehicle location system including equipment installation and testing
- Researches funding alternatives and new technologies for street maintenance
- Research and development of alternative pavement designs for both asphalt and concrete
- Prepares drafts of responses for management and council
- Produces reports and maintains records using pavement management software, spreadsheet and database software
- Investigates and resolves citizen requests; coordinates and manages contracted snow removal efforts
- Supervises assigned employees
- Performs additional duties as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
- Bachelor's degree in Civil Engineering, Construction Management, or other closely related field
Experience:
- At least 3 years progressively responsible experience in infrastructure analysis or inspection work related to asphalt and concrete construction
Preferred Qualifications:
- PMP Certification
- PE Certification
Knowledge:
- Knowledge of inspection and coordination work
- Material associated with asphalt and Portland cement concrete infrastructure
- City standards and specifications
- Computer operation and related software applications
- Budget and finance management
Skills:
- Strong interpersonal skills
- Skill in general computer use and related software including Microsoft Excel, Word, and ESRI ArcGIS.
Abilities:
- Ability to establish and maintain effective working relationships with employees, contractors, vendors, and citizens
- Obtain and report on precise data
- Read and interpret blueprints and specifications
- Perform complex mathematical computations
- Communicate effectively both orally and in writing

Licenses and Certifications Required:
- Colorado Driver’s License
WORKING CONDITIONS
Essential Personnel:
When a local announcement of emergency or disaster is declared by the city, all city of Aurora employees may be required to work as essential personnel.
Physical Demands:
- Moderately physical work requiring ability to lift a maximum of 25 pounds
- Frequent lifting and carrying
- Regular walking and standing for field inspections
- Vision to read and interpret reports and other written documents
- Frequent speech communication and hearing to maintain communication with employees and citizens
Work Environment:
- Works indoors and outdoors in all weather conditions; considerable outdoor work to observe construction projects
Equipment Used:
- Personal computer, occasional use of motor vehicle, and measuring equipment such as tapes and levels
The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
