PATH seeks a Health Information Systems Officer for the STRengthening Infectious disease DEtection Systems (STRIDES) Project. The global project will support and strengthen surveillance, detection and analytical capacity of infectious diseases across both human and animal health.

The Health Information Systems Officer will provide technical leadership and operational support for the design and implementation of interventions to strengthen health information systems for the STRIDES global portfolio. Working in close collaboration with government and sectoral partners, the Officer will support efforts to modernize and integrate surveillance systems through digitalization of data flows, increased interoperability between platforms, and improved cross-sector data sharing. The role will contribute to strengthening health data analytics, visualization, and geospatial mapping, as well as enhancing automated alert generation to support timely detection, risk assessment, and response to public health threats. She/he will work close closely with the global Health Information Systems Lead and Surveillance lead to coordinate on the technical aspects of surveillance and health informatics system activities. S/he will provide technical oversight and support to country-based Health Information Systems Advisors in approximately 10 countries.

Responsibilities include:

  • Provide technical leadership and oversight for the integration of indicator/event/community-based surveillance (IBS/EBS/CBS), antimicrobial resistance (AMR) and laboratory data streams across human and animal health, into national digital platforms (e.g., DHIS2, SORMAS), ensuring interoperability and alignment with global standards.

  • Provide technical guidance to country HIS advisors and, as needed, lead the development of interoperability architecture connecting DHIS2 with priority systems (e.g., LIMS, SORMAS, EWARS).

  • Develop and maintain integrations between DHIS2 and other systems using APIs and web services.

  • Build and optimize ETL pipelines for data extraction, transformation, and loading from multiple sources (including DHIS2).

  • Develop systems for data quality assessment and continuous improvement; implement data quality checks and ensure the integrity and reliability of data workflows.

  • Oversee the design, development, and maintenance of advanced data visualization, analytics, and geospatial mapping solutions using tools such as Power BI, Superset, or equivalent platforms; providing hands-on support to country HIS advisors, as necessary.

  • Lead the design and development of new applications or features using programming languages (Python, Java, JavaScript, or SQL).

  • Work with regional and country teams to conduct assessments of surveillance architecture, data flows, and system interoperability across human and animal health sectors.

  • Develop frameworks for data-sharing to guide country-based HIS advisors in the development of secure data-sharing protocols and governance frameworks to support multisectoral collaboration and sustainability.

  • Serve as a senior technical advisor to government stakeholders and partners, ensuring HIS and surveillance systems remain responsive to national priorities and integrated into existing governance structures.

  • Facilitate and lead technical workshops, data review forums, and coordination platforms to troubleshoot issues, align stakeholders, and promote effective data use across sectors.

  • Provide technical guidance to regional, country, and partner technical staff to ensure project activities are on track and informed by technical expertise.

  • Review and revise project and donor reports; contribute to publications, external communications, and technical documentation.

Required qualifications and experience:

  • Master’s degree or international equivalent in information systems, health informatics, computer science, epidemiology, public health, or a related field.

  • Minimum 1 years of experience in HIS implementation, digital health systems, and surveillance strengthening in LMICs.

  • 3+ years hands-on experience with DHIS2 configuration and Web API.

  • Proven experience with DHIS2, SORMAS, or similar platforms for health data management & visualization.

  • Proven experience integrating at least two external systems (i.e. DHIS2, LIMS, LMIS, CRVS, surveillance).

  • Strong knowledge of REST APIs, JSON, XML, interoperability standards, middleware platforms and SQL.

  • Proficiency in dashboard development, data management and analytic software e.g., MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata.

  • Strong understanding of infectious disease surveillance, data governance, and multisectoral coordination.

  • Demonstrated ability to analyze complex data systems and recommend context-sensitive solutions.

  • Experience working on large USG-funded projects or technical implementation in public health.

  • Strong analytical and training skills, with contributions to publications, reports, or tool development.

  • Prior experience in animal health, zoonotic diseases, or One Health collaborations.

  • English required, and French/Portuguese/Spanish strongly desired.

  • Willingness to travel internationally up to 25%.
