Position Overview

The Real Estate Management HSSE Lead for Indonesia is a senior management role providing enterprise-level governance, strategic leadership, and operational oversight for comprehensive health, safety, security, environmental, and sustainability programs across all Real Estate Management Services (REMS) operations throughout Indonesia. This role combines executive leadership responsibilities with deep technical expertise to establish HSSE governance frameworks, drive organizational transformation, and ensure world-class performance across diverse property types including commercial office buildings, industrial facilities, retail centers, and mixed-use developments.

Strategic Leadership & Governance

REMS HSSE Governance Framework Development

  • Establish comprehensive HSSE governance structure for REMS Indonesia operations spanning 75+ major properties and 150+ smaller assets across commercial, industrial, retail, and mixed-use portfolios

  • Design and implement property-level HSSE risk governance framework including asset-specific risk assessments, portfolio risk aggregation, and investor-grade reporting

  • Establish HSSE performance governance including property benchmarking, portfolio optimization, and asset value enhancement strategies

  • Lead strategic HSSE planning processes including property lifecycle management, capital investment priorities, and portfolio sustainability transformation

Executive Management & Organizational Leadership

  • Provide senior management leadership for 70+ HSSE professionals across Indonesia REMS property portfolio

  • Develop organizational structure optimized for diverse property types including office buildings, industrial parks, retail centers, logistics facilities, and mixed-use developments

  • Lead senior management team including Property HSSE Directors, Asset Management HSSE Leads, and Specialized Technical Managers

  • Establish performance management systems including property-specific objectives, portfolio performance evaluation, and career development planning

  • Drive organizational excellence initiatives to enhance HSSE culture, technical capability, and service delivery across property management operations

Strategic Asset Management Integration

  • Serve as strategic business partner to Indonesia REMS leadership on all HSSE matters affecting property performance, asset valuation, and investment returns

  • Champion HSSE value creation in property marketing, tenant relations, and investor communications

  • Drive HSSE competitive differentiation and thought leadership positioning in Indonesian commercial real estate market

Property Management & Asset Performance

Multi-Asset HSSE Program Leadership

  • Establish comprehensive HSSE management systems covering diverse REMS property types

  • Drive standardization and optimization of HSSE procedures while accommodating property-specific requirements and tenant needs

Property Lifecycle HSSE Management

  • Lead HSSE integration in property improvement projects, tenant improvements, major renovations, and redevelopment initiatives

  • Coordinate HSSE aspects of property transactions including environmental site assessments, regulatory compliance transfers, and liability management

Tenant Relations & Service Excellence

  • Coordinate tenant improvement project safety oversight and regulatory compliance support

  • Develop tenant communication programs for HSSE policies, emergency procedures, and sustainability initiatives

Regulatory Leadership & Compliance Governance

National Regulatory Strategy & Government Relations

  • Lead strategic engagement with Indonesian government authorities and regional property regulatory bodies

  • Establish comprehensive regulatory compliance governance framework for diverse property types

  • Establish strategic partnerships with property regulatory agencies and professional associations

Asset-Level Compliance & Risk Management

  • Establish comprehensive property audit and inspection programs including building certifications, fire safety assessments, and environmental compliance reviews

  • Implement comprehensive legal compliance tracking optimized for property management operations

Operational Excellence & Performance Management

Emergency Management & Business Continuity

  • Lead development of business continuity planning for critical properties including essential services, financial centers, and infrastructure assets

  • Coordinate with national and local emergency management authorities and international crisis response organizations

  • Establish crisis communication protocols for property emergencies affecting multiple stakeholders including tenants, investors, and regulatory authorities

  • Lead major incident response and recovery operations with potential impact on property values and tenant operations

  • Develop organizational resilience for complex emergency scenarios affecting property portfolios

Strategic Innovation & Transformation

Industry Leadership & Market Development

  • Represent JLL as thought leader in Indonesian property management and sustainability forums

  • Drive knowledge sharing and best practice dissemination across Southeast Asian property markets

  • Establish JLL as preferred partner for institutional property investors seeking HSSE excellence and ESG compliance

  • Participate in property investment conferences and sustainability forums as subject matter expert

  • Develop strategic partnerships with property technology companies and sustainability solution providers

Required Qualifications

Education & Professional Credentials

  • Bachelor's Degree in relevant field e.g. Architecture, Real Estate, Environmental Science, or Business Administration required

  • Advanced professional certifications including: NEBOSH International Diploma in Occupational Health and Safety Certified Safety Professional (CSP) or equivalent international certification RICS (Royal Institution of Chartered Surveyors) certification in Property Management or Facilities Management Green building certification (LEED AP, BREEAM Assessor, or GBCI certified professional) Ahli K3 Umum (General OSH Expert) - Indonesia Ministry of Manpower certification Property management or real estate finance certification preferred

Executive Experience Requirements

  • 12+ years progressive HSSE leadership experience with minimum 5 years in property management, real estate, or asset management

  • 5+ years Indonesia commercial real estate experience with deep understanding of property regulations and market dynamics

  • Proven track record leading HSSE programs across diverse property portfolios including office, retail, industrial, and mixed-use assets

  • Experience managing large property management teams (50+ personnel) with demonstrated people leadership capabilities

  • Senior stakeholder management experience including property investors, institutional clients, government officials, and tenant organizations

  • Asset management and property performance experience with understanding of property valuation, investment returns, and market dynamics

Strategic Leadership Competencies

  • Exceptional strategic thinking and property market analysis capabilities with ability to develop long-term asset management strategies

  • Strong executive presence and communication skills suitable for investor presentations, government relations, and industry leadership

  • Advanced change management and organizational transformation expertise in property management context

  • Cultural intelligence and sensitivity to Indonesian business practices and diverse tenant communities

  • Global real estate mindset with local market execution capability balancing international property standards with local requirements

  • Innovation leadership and property technology expertise

Language & Cultural Mastery

  • Native or near-native Bahasa Indonesia (written and verbal)

  • Advanced English proficiency for international investor communication and reporting
