Position Overview
We are seeking an experienced QA/QC Manager to oversee quality assurance and quality control operations for infrastructure projects in Riyadh. The successful candidate will ensure all project deliverables meet specified quality standards, regulatory requirements, and client expectations while maintaining compliance with Saudi Arabian construction codes and international quality standards.
Key Responsibilities
Quality Management
- Develop, implement, and maintain comprehensive QA/QC programs for infrastructure projects including roads, bridges, utilities, and civil works
- Establish quality standards, procedures, and inspection protocols aligned with project specifications and Saudi Building Code requirements
- Review project specifications, drawings, and contract documents to ensure quality requirements are clearly defined and achievable
Inspection and Testing
- Oversee field inspection activities and testing programs for concrete, asphalt, soil, and materials
- Coordinate with third-party testing laboratories and ensure timely submission of test results
- Conduct regular site inspections to verify compliance with approved drawings, specifications, and quality standards
- Review and approve material submittals, shop drawings, and method statements
Documentation and Reporting
- Maintain comprehensive quality documentation including inspection reports, test results, non-conformance reports, and corrective action records
- Prepare daily, weekly, and monthly quality reports for project management and clients
- Manage document control systems ensuring proper filing and retrieval of quality records
Team Leadership
- Lead and mentor QA/QC engineers, inspectors, and technicians
- Conduct training sessions on quality procedures, inspection techniques, and regulatory requirements
- Coordinate with project managers, construction teams, and consultants to resolve quality issues
Compliance and Standards
- Ensure compliance with ISO 9001 quality management systems and other relevant international standards
- Verify adherence to Saudi Arabian Standards Organization (SASO) requirements and local regulations
- Implement and monitor corrective and preventive action procedures
Stakeholder Management
- Interface with clients, consultants, contractors, and regulatory authorities on quality matters
- Participate in project meetings and present quality status reports
- Address and resolve quality-related disputes and non-conformances
Required Qualifications
Education
- Bachelor's degree in Civil Engineering or related field
- Professional certifications such as CQM, CQE, or equivalent quality management credentials preferred
Experience
- Minimum 10-12 years of experience in QA/QC management, with at least 5 years in infrastructure projects
- Proven experience in Saudi Arabian construction market and familiarity with local regulations
- Experience with roads, highways, bridges, water networks, sewerage systems, or similar infrastructure
Technical Knowledge
- Thorough understanding of construction materials, methods, and testing procedures
- Proficiency in quality management systems (ISO 9001) and implementation
- Knowledge of Saudi Building Code, SASO standards, and international codes (ASTM, BS, ACI)
- Familiarity with contract administration and claims management
Skills and Competencies
- Strong leadership and team management capabilities
- Excellent problem-solving and decision-making skills
- Effective communication skills in English (Arabic language skills are advantageous)
- Proficiency in quality management software and MS Office applications
- Ability to work under pressure and manage multiple priorities
Preferred Qualifications
- Bachelor's degree in Civil Engineering or Construction Management
- Certification in quality management (ASQ CQM, CQE, or similar)
- Experience with mega infrastructure projects or government projects in Saudi Arabia
- Familiarity with BIM and digital quality management tools
- Professional Engineering license (Saudi Council of Engineers registration is a plus)
Working Conditions
- Full-time position based in Riyadh with regular site visits
- May require extended hours during critical project phases
- Travel to project sites within Saudi Arabia as needed
