Description of Work

Reporting to the Warden, this position provides supervisory, administrative, and technical work in the management of maintenance and repair operations at a medium sized facility of moderate complexity with a limited number and variety of buildings and structures. The population served by the facility generally causes the use of special maintenance measures and security related procedures and materials. Job responsibilities include, but are not limited to, the following:

- Directing, supervising, planning, reviewing and evaluating the work of subordinates.
- Making the final technical decision in a wide variety of trades; administering the work order system; requisitioning and purchasing material and supplies; maintaining stock control procedures for tools, parts and supplies; and advising management concerning the technical aspects of maintaining, replacing or renovating equipment and facilities.
- Functioning in a moderate combination with housekeeping, security, grounds and vehicle maintenance, planning expansions, renovations and new facilities.
- Drawing plans for renovations and repairs, designing and implementing small efficiency upgrades, cost estimating repairs and other projects, asbestos management, hazardous waste storage and removal.
- Performing maintenance of medical facilities, high voltage electrical systems, and special or unique facilities.
- Telecommunications.
- Ensuring the operation of water and/or wastewater treatment plants; participating in facility master planning; and developing, estimating, and justifying capital improvement projects.
- Completing outside bid package development and implementation.
- Reviewing and commenting on plan sheets from outside designers and contractors.
- Monitoring and inspecting contractor construction and renovation projects.
- Acting as the primary liaison to designers, contractors, local officials and regulatory agencies.
- Representing the facility technically, and participating in the overall management and policy making for the facility.
- Working normally under general administrative and limited technical supervision and inspecting the facility regularly for maintenance needs and safety hazards.

Salary Range: $55,221 - $96,639

Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Experience in three or more of the following trades: HVAC, Plumbing, Electrical, Carpentry, Welding, Electronics, Refrigeration.
  • Supervisory experience.
  • Experience with a preventative maintenance program.

About the Division of Institutions:

The Division of Institutions manages the daily operations of all state-operated prison facilities across North Carolina. Facilities are categorized by custody levels (minimum, medium, close) and house individuals serving sentences for felony convictions. The division provides safety, security, and rehabilitative services through trained custody staff, program facilitators, and administrative personnel.

About Southern Correctional Institution:

Southern Correctional Institution is located in Troy, North Carolina and houses up to 700 male offenders in a close, medium, and minimum custody facility.

Associate's degree in construction management, air conditioning, heating and refrigeration technology, industrial maintenance technology, or mechanical engineering technology from an appropriately accredited institution and three years of progressive experience in construction or facility maintenance, including two years of supervisory experience in construction, maintenance, and/or repair of buildings and facilities

Or

High school or General Educational Development (GED) diploma and five years of progressive experience in facility maintenance or construction including journey level experience in at least three building or mechanical trades, including two years of supervisory experience in construction, maintenance, and/or repair of buildings and facilities

Or

An equivalent combination of education and experience.
