The National Duals Program Office is the driving force within Aetna’s Medicare Organization’s Duals Centers of Excellence that sets the strategy for the company’s Dual-Eligible Special Needs Plan (D-SNP) program and manages its Institutional Special Needs Plan (I-SNP) program and Special Needs Plan (SNP) training.

As the Lead Director of Duals Program Office Oversight & Coordination, you will support the Executive Director of the National Duals Program Office in the national leadership of D-SNPs (Coordination-Only, Fully Integrated and Highly Integrated), I-SNPs, and SNP training.

This includes a focus on day-to-day priorities as well as strategic planning and collaboration. This includes keeping abreast of regulatory policies, internal Medicare and Medicaid alignment priorities, the Centers for Medicare and Medicaid Services annual bid process, D-SNP request for proposal (RFP) processes, SNP training development, and other areas, as necessary, to support moving the business forward.   

As the Lead Director of National Duals Program Office Oversight & Coordination, you will work to gain consensus with a variety of internal stakeholders to support the Executive Director with creating and advancing strategy and consult with local market Medicare leaders to help them make informed decisions that will impact their D-SNP books of business and overall Medicare P&L.


Fundamental Job Components

  • Serve as D-SNP and I-SNP subject matter expert
  • Support the development and execution of D-SNP strategy
  • Represent the National Duals Program Office in stakeholder meetings, workgroups, etc. /Act as a reliable meeting proxy in the absence of the Executive Director
  • Serve as first line of support to assigned National Duals Program Office colleagues for day-to-day operational inquiries and escalations
  • Filter information and prioritize tasks so the Executive Director’s focus can remain on strategic priorities and initiatives
  • Oversee projects from conception to completion for National Duals Program-Office specific activities as well as cross-functional initiatives. 
  • Support the design and management of dashboards to track progress on critical National Duals Program Office work and initiatives, such as market entries and expansions 
  • Gather, synthesize, and present critical information in a concise format to facilitate efficient decision-making. This includes creating presentations for executive and senior-leadership audiences
  • Support prompt turnaround of executive leadership requests by developing/delivering data, presentations, etc. 
  • Manage multiple high-priorities deliverables at once, and interface with multiple stakeholder teams that rely on the National Duals Program Office to accomplish their deliverables.
  • Operate effectively in ambiguous or evolving environments, exercising sound judgment to make appropriate, timely decisions.
  • Navigate complex situations with thoughtful judgment and strong interpersonal acumen
  • Maintain a high level of confidentiality and fosters a supportive, positive team environment

Required Qualifications

  • 5+ years of demonstrated experience managing and delivering projects or programs
  • 3+ years working with D-SNP and/or Medicaid programs
  • Experienced and knowledgeable regarding Medicare/D-SNP and Medicaid regulations and programs
  • Excellent verbal and written communication and presentation skills with the ability to tailor messaging to meet the specific level of audience (e.g., from frontline employee to executive leaders)
  • Experience interacting with regulatory agencies in a professional, accurate, and solution‑oriented manner
  • Highly collaborative with experience working cross-functionally within a highly matrixed health plan or managed care organization

Education

  • Bachelor’s degree or equivalent work experience

Preferred Qualifications

  • We support a hybrid work environment. If selected and you live near a suitable work location, you may be expected to comply with the hybrid work policy. Under the policy, all hires for in-scope populations should be placed into a hybrid or office-based location, working onsite three days a week. Aetna Service Operations office/hub locations will be discussed with the selected candidate

Pay Range

The typical pay range for this role is:

$100,000.00 - $231,540.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.
