Under general supervision, the Senior Manager of Indiana T&D PMO & Construction Execution is responsible for the safe, reliable, and cost-effective execution of Transmission and Distribution (T&D) construction programs across AES Indiana. This role leads day-to-day programmatic construction execution and PMO activities within Indiana, ensuring alignment with approved scopes, schedules, budgets, and quality standards.
This position integrates PMO disciplines directly into construction execution to drive strong cost, schedule, risk, and performance control for Indiana T&D investments. The role coordinates closely with Planning, Engineering, System Operations, Lines, Substations, Supply Chain, and Asset Management to deliver programmatic work under AES’s Self-Performance Model, prioritizing internal resources while effectively managing contractor execution when required. The position will also oversee the completion of the Transmission Distribution System Investment Charge (TDSIC) program in Indiana. The successful candidate will manage a portfolio of projects with a total scope of approximately $1.2B investment work in Indiana. This includes the planning, scoping, engineering and construction of distribution, substation, transmission and downtown network projects; it is also required assist Regulatory in gaining successful regulatory outcomes for the projects. The Senior Manager provides leadership to Indiana-based construction execution teams, PMO resources, and contractor partners; enforces safety, quality, and compliance standards; ensures timely delivery of as-builts; supports storm restoration activities; and provides transparent reporting and escalation to the Director of T&D PMO and Construction Execution.
Primary Responsibilities:
- Safety Leadership:
- Enforce compliance with all AES safety policies, procedures, and practices, fostering a strong safety-first culture across Indiana T&D construction activities.
- Support storm restoration and emergency response efforts as required, coordinating internal crews, contractors, and resources.
- Monitor safety metrics, field conditions, and supervisory coverage to proactively identify and mitigate risks
- Programmatic Construction Execution:
- Lead and oversee day-to-day construction execution for Indiana T&D programs, including overhead and underground distribution, substations, and transmission.
- Ensure contractor and self-performed work achieves approved scope, schedule, budget, and quality requirements.
- Monitor contractor safety, productivity, performance, and compliance with AES construction standards.
- PMO:
- Execute and apply PMO disciplines across Indiana T&D programs, including schedule management, cost tracking, forecasting, cash flow management, risk and issue management, and performance reporting.
- Maintain standardized PMO processes, tools, and execution cadence aligned with enterprise PMO governance.
- Identify, escalate, and support mitigation of program risks, variances, and execution challenges.
- Provide accurate, timely reporting on program status, financials, and risks to the Director and senior leadership.
- Work with Regulatory to develop the overall regulatory strategy for successful implementation.
- Draft and sponsor testimony as needed for the utility investment portfolio.
- Workforce & Resource Coordination:
- Coordinate manpower and resource planning for Indiana T&D construction activities, balancing internal crews, contractors, overtime, and productivity initiatives.
- Ensure alignment between construction execution needs and available PMO and field resources.
- Support coordination with Lines, Substations, and Network leaders to prioritize self-performance execution.
- Financial & Contract Management:
- Support contractor bidding, evaluations, and performance management for Indiana-based construction work.
- Assist with development of cost estimates, forecasts, and capital spend tracking for Indiana T&D programs.
- Ensure financial discipline and adherence to approved budgets and commitment.
- Quality, Standards, & Compliance:
- Ensure construction execution complies with AES standards, specifications, engineering principles, and quality requirements.
- Support quality assurance and quality control activities, including inspections and issue resolution.
- Ensure timely delivery of as-builts to Drafting and Fixed Assets.
- Support permitting, environmental compliance, and audit activities as required.
- People & Performance Management
- Provide day-to-day leadership, direction, and development for Indiana-based PMO and construction execution personnel.
- Promote accountability, ownership, and continuous improvement across construction and PMO teams.
- Support performance evaluations, training, and capability development.
Basic Qualifications:
- Bachelor’s degree in engineering, project management, construction management, business, or a related field, or equivalent experience.
- Minimum of 7–10 years of experience in the electric utility industry, with progressive responsibility in T&D construction and/or program management.
- Demonstrated experience with overhead and underground distribution, substations, and transmission construction, comparable to AES Indiana operations.
- Strong working knowledge of PMO principles, construction execution, and field operations.
- Proficiency with Microsoft Office Suite.
- PMP certification is desirable.
Preferred Skills:
- Strong team leadership and coordination skills.
- Excellent oral and written communication skills.
- Demonstrated experience working with union and non-union construction resources.
- Knowledge of substation and network equipment installation, testing, maintenance, and construction practices.
Work Environment
- This role is based in Indianapolis, IN. Regular field presence at Indiana substations and construction sites is required.
