We are in search of a Program Finance Analyst to join our finance team in Digital Modernization supporting our Defense Enclave Services (DES) program in Reston, VA. As a core member of the finance team, you will play a valuable part in supporting and executing a wide range of projects and programs within the operation, while leveraging your financial expertise in the areas of financial control (planning, tracking, analysis, and reporting).

THE MISSION

Defense Enclave Services (DES) is a 10-year program focused on the consolidation of common IT services into a single service provider (SSP) framework led by the Defense Information Systems Agency (DISA). The program involves a wide range of network and services for more than 370,000 end-users spanning 22 Department of Defense (DoD) agencies and field activities (DAFAs) with over 500 sites both in the U.S. and abroad. Primary Responsibilities:

  • This role will be responsible for all financial aspects of programs in support of a wide range of customers.

  • Is a key member of the program team and will work directly with program managers to help define program goals and objectives; create and maintain a program's budget and schedule, analyze progress reported against program baselines; identify risks and opportunities against program baselines; and recommend actions to improve progress to achieve flawless program execution.

  • Will be required to prepare and present financial forecasts, reports and analysis.

  • May also be required to participate in new business proposals and prepare on-contract proposals for customers.

  • Frequently serves as a liaison between the Program Team and cross-functional departments to perform financial research, manage a program’s general ledger, and/or monitor a program’s cash flow.

  • Must possess a working knowledge of multiple contract types, tools and processes to support program audits and ensure policy/program compliance.

  • Budgeting, forecasting, analysis, and invoicing of all contract cost and financial data

  • Ownership of monthly closing process, validating awards/bookings, backlog, revenue & op income for each program you support

  • Variance analysis and reporting of actual program financial performance against AOP and quarterly forecast

  • Accountable for program billing (in coordination with Leidos Billing Team), cash collection, analysis and clearing of unbilled receivables

  • Responsible and accountable for program financial forecast including development and overall management of program EACs

  • Program start-up and maintenance – ensure project setup process is executed correctly

  • Analyzes contract actuals for accuracy, identifies errors, ensures errors are corrected timely

  • Creating and presenting monthly internal and external customer reports

  • Responsible for program financial customer deliverables (CDRLs)

  • Supporting any ad hoc requests by internal management and external customers

  • Ability to work independently, or in a team environment and with various organizational levels

BASIC QUALIFICATIONS:

  • Bachelor's degree in Finance or related field with 8-12 years of experience related to Accounting, Finance, or Economics-related financial analysis (additional experience will be considered in lieu of degree)

  • Prior experience should include budgeting, forecasting, and analysis of contract cost and financial data

  • Strong analytical and problem solving skills, with an ability to work independently as well as collaboratively in a team environment

  • Excellent analytical skills, able to identify financial drivers and perform high level and detailed analysis

  • Good communication skills both verbally and written to clearly provide detailed analysis.

  • ***Must be a U.S. Citizen***

PREFERRED QUALIFICATIONS:

  • Government Program Finance experience

  • Experience with Costpoint, Cognos, Oracle Analytics and other Leidos financial systems

  • Proficient with Microsoft Excel and PowerBI.

Pay Range:

Pay Range $92,300.00 - $166,850.00
