About the Project

In line with the vision of Viksit Odisha 2036 and Viksit Bharat 2047, the Government of Odisha has prioritized strengthening state-level health systems to ensure quality, affordable healthcare and nutrition for all. To advance this goal, a pilot of a digital, unified Care Coordination Model (CCM) will be launched in selected districts of Odisha. The CCM seeks to establish an integrated, patient-centric model of care that addresses persistent gaps in access, continuity, and quality of services—particularly in high-disease-burden and resource-constrained regions. The model will integrate digital health solutions such as ABDM-enabled Personal Health Records (PHR), Care Coordination Call Centres, Hospital Management Information Systems (HMIS), and health management dashboards to enable coordinated and assured quality care for citizens. PATH, as a technical partner, will extend technical assistance and managerial support for the preparation, rollout, and implementation of CCM in close collaboration with the Government of Odisha, development partners, and other stakeholders.

Position Summary

The Program Officer (PO) will support the Project Lead in anchoring the implementation of the Care Coordination Model (CCM) in Odisha, managing on-ground execution and coordinating closely with state and district government stakeholders.

The role will support partner engagement, ecosystem readiness, and implementation planning, while ensuring alignment of project activities with state priorities. This position requires strong program management, government liaison, and coordination skills, along with experience in public health systems or digital health initiatives.

Responsibilities:

A. Program Implementation and Coordination

  • Support the Lead in implementation of CCM in the state PF Odisha.

  • Coordinate with state and district officials to ensure smooth execution of project milestones.

  • Track program progress and support timely delivery of activities in line with workplans.

B. Stakeholder Engagement and Partnerships

  • Build and maintain collaborative relationships with government stakeholders and partners.

  • Facilitate state-level consultations, workshops, and review meetings.

  • Liaise with key stakeholders to ensure alignment with state priorities.

C. Partner and Ecosystem Support

  • Coordinate with technology partners to support readiness, testing, and engagement.

  • Support lab-based simulations and implementation planning activities.

D. Capacity Building and Monitoring

  • Support capacity building and training initiatives for government stakeholders and partners.

  • Document key learnings and support preparation of reports and program updates.

E. Documentation

  • Capture and synthesize learnings from lab-based simulations, including workflows, integration, interoperability, and performance insights

  • Support refinement and documentation of functional requirements (FRS) and system specifications based on implementation learnings

  • Develop knowledge products and best practice documentation to inform CCM scale-up and future procurements

Educational Qualification and Experience:

  • Master’s degree in Management, Public Health, Public Policy, or any other relevant field from a reputable institution.

  • Minimum 7 years of professional experience with demonstrated leadership roles in digital health, consulting, public sector, with at least 3-5 years in a leadership or senior project management role.

  • Prior experience working with state or national government stakeholders in leadership roles.

  • Proven track record of successfully leading and managing large scale projects, preferably in ABDM, digital health or IT implementation.

Skills/ Abilities

  • Deep understanding of digital health ecosystems, EHR/EMR systems, interoperability, data privacy regulations and ABDM guidelines

  • Demonstrated expertise in applying strategic insight and analytical thinking to solve complex problems and lead impactful initiatives.

  • Proven leadership in strategic facilitation and collaboration with partner organizations, government officials and stakeholders at all levels.

  • Oversee the integration of digital health platforms, ensuring interoperability, data security, and compliance with ABDM standards.

  • Demonstrated ability in leading teams and stakeholder coordination while maintaining independent strategic thinking capability.

  • Exceptional analytical, strategic thinking, communication, presentation and report writing skills.

  • Excellent command over MS Office (MS Word, MS Excel, and MS PowerPoint) and project management tools.

  • Proficiency in English and Hindi with good oral and written communications skills required. Knowledge of Odia language is desirable.

  • Willingness to travel extensively within Odisha as required.
