This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.
This position offers a hybrid work schedule, alternating between one full week onsite and one full week working remotely, subject to management approval. Management will have final approval of the selected schedule and may require the employee to report onsite more than the standard schedule depending on the nature of assigned work, general workload, demand of the unit, and agency policy changes. A hybrid work schedule is allowed per the department’s Telework Policy, which is subject to change and can be revoked at the discretion of management. This position is located at 700 Wade Ave., Raleigh, NC 27605.
Purpose of the Position:
The IT Security and Network Analyst will join a skilled and motivated team to play a critical role in safeguarding organizational information systems and maintaining robust network infrastructure. This position combines cybersecurity expertise with network administration responsibilities to ensure the integrity, availability, and confidentiality of enterprise technology resources while supporting business operations and regulatory compliance.
Key Responsibilities include:
Security Management and Compliance
· Monitor, manage, and maintain security posture across cloud environments as the primary resource
· Ensure adherence to state and federal security standards, regulations, and compliance frameworks
· Conduct proactive threat assessment and vulnerability management to identify and remediate security risks
· Adhere to security controls, policies, and procedures in alignment with industry best practices
· Participate in security incident response and root cause analysis
· Be the secondary resource to manage security tools and technologies including firewalls, DNS security, web filtering, and endpoint protection solutions
Network Infrastructure Support
· Assist network engineering teams in maintaining optimal network performance, reliability, and security
· Monitor network traffic patterns and performance metrics to identify potential issues or bottlenecks
· Support network troubleshooting efforts and participate in root cause analysis of network-related incidents
· Collaborate on network security implementations including access control lists, VPN configurations, and network segmentation
· Assist with network capacity planning and infrastructure optimization initiatives
Documentation and Process Management
· Develop, maintain, and update comprehensive documentation for security procedures, network configurations, and operational processes
· Create and maintain security policies, standards, and guidelines
· Document incident response procedures and lessons learned
· Maintain network topology diagrams, configuration documentation, and change management records
· Ensure all documentation meets organizational standards and regulatory requirements
Cross-Functional Collaboration
· Partner with IT teams, business units, and external stakeholders to identify and resolve technical security issues
· Participate in security assessments and risk management initiatives · Collaborate with cloud infrastructure teams to enhance security posture of enterprise cloud environments
· Work with vendors and third-party security providers to implement and maintain security solutions
· Support security awareness training and education initiatives across the organization
Purpose of the Organizational Unit:
The purpose of the Information Services Security unit is to provide security and compliance services to protect DES data and assets from internal and external threats by lowering risk to an acceptable level.
Division Responsibility:
The Division of Employment Security is responsible for the administration of the unemployment insurance program in the state of North Carolina. This program is a federal-state partnership, funded by federal and state unemployment taxes, which employers pay on the wages of their employees. Benefits are paid to eligible workers who lose their job through no fault of their own and are able, available, and actively seeking work.

Applicants who possess the following qualifications may receive management preference:
Experience supporting security operations in cloud or hybrid environments to ensure secure configuration and governance across services.
Working knowledge of secure network infrastructure, including performance monitoring, troubleshooting, and implementing security controls.
Demonstrated experience supporting security operations and incident response, including log analysis, threat identification, system isolation, and cross-team coordination to mitigate risks.
Possess Security+ and/or Network+ certifications.

Bachelor's degree in computer science or an IT related field from an appropriately accredited institution; or
Associate degree in computer science, or a related technical field from an appropriately accredited institution and one year of networking related experience; or
High School or General Educational Development (GED) diploma and four years of networking related experience; or
An equivalent combination of education and experience.
