Government Affairs & Policy（GA&P）は、医薬品のイノベーションを支援し患者アクセスを改善するために、外部環境の形成において重要な役割を担います。これには、政策立案者、規制当局、業界団体等との積極的な関与が含まれます。またGA&Pは、広範な医療費抑制策、地政学的な動向、迅速な政策変更に対応し、機動的かつ将来を見据えた戦略を推進する必要があります。

本Managerポジションは、日本における革新的医薬品の患者アクセス向上に向け、政策形成戦略および関連施策の推進に貢献します。特に、新規モダリティを含むJ&J IMの革新的医薬品について、Directorの指揮・支援のもと、薬価基準制度に加え担当する特定の治療領域（TA）に関する政策分析を行い、得られた示唆を具体的なプランと実行に落とし込みます。

本ポジションには、製薬業界、官公庁、コンサルティング会社等におけるヘルスケア領域のGA&P関連業務での経験が求められます。また、日本語・英語双方で十分なコミュニケーション能力を有することが必要です。

Position Summary:

• Directorを支援し、政策関連の戦略・目標および成果に基づくアクションプランの策定に必要な分析・ドラフト作成等の主要成果物を作成する。
• IMATチームならびに部門横断チームと協働し、合意した成果の創出に向けた進捗管理・関係者調整を行う。
• 現行および将来の市場におけるJ&J IMに関連する政策の策定・解釈・実装に関し、薬価、薬事規制、CEA(Japan HTA)、患者アクセスに関する論点について、社内外のステークホルダーとの連携を通じて業務を推進する。
• 対象となるステークホルダーを理解したうえで、ナラティブおよびブリーフィング資料等を日本語・英語の両方で作成する。
• アジア太平洋地域およびグローバルのチーム／関係者と連携し、メッセージの整合を図りながらローカル施策の価値とインパクトを最大化する。
• 業界団体を含む社外ステークホルダーとの協働を通じて、GA&P領域におけるJ&J IMのプレゼンスおよび信頼性／評判の向上を支援する。

Qualifications:

本ポジションは、ヘルスケア業界に関する知識を有し、社内外ステークホルダーとの関係構築において一定の実績を持つ人材を求めます。成果に向けた実行力とプロジェクトマネジメント力を備え、部門横断チームの中で効果的に業務を推進できることが必要です。関連業務経験7年以上（ヘルスケア関連業界での経験が望ましい）。

The Manager must:

• 社内外ステークホルダーと信頼関係を構築できる対人スキルおよび一定の影響力を有すること。
• 日本語での優れた文章・口頭コミュニケーション能力を有し、加えて英語でも口頭でのコミュニケーションおよび政策関連文書の作成が可能な能力を備えていること。
• 会社にとって重要となり得る新たな論点／機会／リスクを捉え、上位者へ適切にエスカレーションしつつ優先順位付けできること。
• 製薬業界団体の活動（例：ワーキンググループ等）に参画し、当社方針の整理・調整を支援できること。
• 医薬業界のビジネス、規制および医療政策環境に関する知見を有し、事業に影響し得る業界／政府の取り組みに伴うリスク・機会・示唆を分かりやすく整理し、実行可能な選択肢を提示できること。
• Credoに基づく行動を実践し、組織全体に誠実さを浸透させることに貢献すること。
• 学士号以上を有すること。さらにMBA、MPH、修士号または同等資格があれば望ましい。

Overview of Role:

The Government Affairs & Policy (GA&P) function plays a pivotal role in shaping external environments to support innovation and improve patient access. This includes proactive engagement with policymakers, regulatory bodies, and industry associations. The function must navigate wide-ranging cost containment measures, geopolitical dynamics, and rapid policy shifts that demand agile and forward-looking strategies.

This Manager position will contribute to advancing the policy shaping strategy and related actions to improve patient access to innovative medicines in Japan. In particular, for J&J IM innovative medicines, including new modalities, and under the direction and guidance of the Director, the role will conduct policy analyses on the NHI drug pricing system as well as on policy topics related to assigned therapeutic area(s) (TAs), and translate insights into concrete plans and execution.

The role requires experience in Government Affairs & Policy work in the healthcare sector, gained in environments such as the pharmaceutical industry, government/public agencies, and/or consulting firms. A sufficient level of communication skills in both Japanese and English is also required.

Position Summary:

• Support the Director in developing policy-related strategies, goals, and outcome-based action plans, including analysis and drafting of key deliverables.
• Work with IMAT and cross-functional teams to deliver agreed outcomes, tracking progress and coordinating actions.
• Engage with internal and external stakeholders on pricing, regulatory, CEA, and patient access matters relevant to J&J IM, supporting policy development, interpretation, and implementation activities.
• Develop materials and briefing documents with a clear understanding of the narrative and target stakeholders in both Japanese and English.
• Coordinate with Asia Pacific regional and global teams to align messages and maximize the value and impact of local actions.
• Support efforts to enhance J&J IM presence and reputation in the GA&P area through collaboration with external stakeholders, including industry associations.

Qualifications:

The position requires solid knowledge of the healthcare industry and a demonstrated ability to build relationships with internal and external stakeholders. The individual must have a track record of strong execution and project management, working effectively within cross-functional teams. 7+ years of relevant work experience, preferably in healthcare-related industries, is desired.

The Manager must:

• Demonstrate strong interpersonal skills, influencing capability, and the ability to build credibility with internal and external stakeholders.
• Be highly articulate, with excellent written and verbal communication skills in Japanese and solid capability in English for verbal communication and drafting policy-related documents.
• Identify and analyze emerging issues relevant to the business, escalating and prioritizing appropriately under the guidance of senior leaders.
• Contribute to industry association activities (e.g., working groups), supporting the company’s positions and coordination.
• Have good knowledge of the industry business, regulatory and healthcare policy environment, and be able to clearly summarize risks, opportunities and implications of industry/government initiatives, proposing practical options for action.
• Act with integrity and support Credo-based ways of working across the organization.
• Have at least a bachelor's degree. An MBA, MPH, Master’s degree or equivalent would be advantageous.
