Description of Work

Employees in this class carry a caseload of inmates, which involves supportive counseling, conducting assessments, developing case plans, answering and following up on inmate questions and problems, and making recommendations to the classification committee. Employees also assist in major dynamic programs or coordinate major or specialized programs for the rehabilitation of inmates, such as inmate work assignments, work release, education, or recreation; as well as transition planning and coordinating. Employees in this class plan and coordinate transition (re-entry) prior to parole or release into the community.

Knowledge Skills and Abilities/Management Preferences

Reporting to the Correctional Program Supervisor at a multi-level custody male correctional facility, this position performs regular periodic classification reviews, needs assessments, plans, job assignments, program referrals and regular scheduled one-on-one contact for the purposes of correctional and/or motivational counseling. Other job duties of this position include, but are not limited to, the following:

Providing transitional information and assisting with housing.
Providing recommendations for the classification upon offender's review and assisting with onsite activities.
Communicating effectively with other staff, offenders and the general public.
Working under stressful conditions caused by direct contact with incarcerated offenders, who can become physically violent and verbally abusive at times.
Defending oneself against attack and performing crisis interventions to include suicide prevention.
Preparing written reports which accurately reflect data reviewed by various sources.
Reviewing, analyzing, and evaluating various documents and behavior data gathered from interviews, written documentation and personal observation.

This is a full-time position (40 hours per week) with State Benefits with established working hours of Monday-Friday, 8am-5pm and may require working beyond normal work schedule to meet business need.

The salary grade for this position is NC07 Salary Range ($37,377 - $65,408). State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

About Granville Correctional Institution:

Granville Correctional Institution houses offenders in both single cells and dormitories. When the facility opened in 1997, its main mission was to process newly-admitted youthful offenders between the ages of 19 and 21. The prison also houses offenders that participate in job assignments and other programs. It is a close-custody prison, but it is also approved to house offenders assigned to maximum control, intensive control, disciplinary segregation and safekeeping status.

The prison's high-security maximum control unit (HCON) opened in October 1998. This high-security concept in correctional design is intended for the state's most violent and assaultive offenders. The "Supermax" (HCON) unit in Butner was the first of its kind in North Carolina.

Due to the demand of prison space, in 2003, the facility's age criteria for offenders changed from 18-21 to 19-25. In October 2005, the facility changed its name from Polk Youth Institution to Polk Correctional Institution to reflect this older population, including the HCON unit.

Polk Correctional Institution officially opened November 15, 1997 when offenders were transferred to the new facility. The new prison in Butner replaced an old unit on Blue Ridge Road in Raleigh. The original Polk facility acquired its name in 1920 from Col. William Polk, a decorated officer in the Revolutionary War. It was built on the grounds of Camp Polk, a U.S. Army tank base during World War I. Initially, inmates farmed the site.

On Oct. 4, 2021, the facility's name was changed to Granville Correctional Institution.

Management Preferences:

Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The knowledge, skills, and abilities listed in the vacancy announcement should be used as management preferences and be used to screen for the most qualified pool of applicants.

Documented knowledge of supportive counseling techniques and/or interviewing techniques for intake assessments.

Minimum Education and Experience

Associate’s degree in Criminal Justice, Human Services, Recreation or a related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and two years of custody experience within the North Carolina Department of Public Safety; or an equivalent combination of training and experience. Necessary Special Qualifications Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.
