The Project Management Unit (PMU) is a high performing unit that delivers quality and innovative projects to the citizens of North Carolina. We recognize the importance of making sure our employees feel valued, respected, and challenged to grow in their professional career.

We are looking for an experienced and proactive Senior Project Manager skilled in delivering high-quality transportation projects, from concept to construction, and supervising staff or consultants. This includes guiding and coaching project managers in delivering projects, as well as managing large, complex projects. Additionally, you will work closely with Divisions, project team members, and stakeholders to understand expectations, discuss and resolve issues, and drive progress in achieving project milestones.

In this role you will:

•Lead, guide, and coach a team of Project Managers to enhance efficiency and effectiveness of your team’s ability to achieve project goals, deliverables, schedules, and PMU and Division expectations.
•Proactively manage the scope, schedule, budget, and risk for complex STIP and Non-STIP projects and ensure the overall quality of deliverables meets department expectations.
•Independently coordinate project delivery activities across multiple disciplines throughout the preconstruction phase (including environmental studies, design, special provisions, quantities, and final plans).
•Effectively communicate and collaborate with your staff, Divisions, discipline leads, and other internal and external stakeholders to understand project needs and challenges, as well as removing obstacles, solving problems, and leading multidisciplinary teams
•Oversee private engineering firms on external projects.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC23  $81,620 - $159,158

Management prefers applicants with the following:

  • Experience managing and directing project management personnel, leading multi-disciplinary teams, promoting teamwork, and fostering communication with Senior Leadership, stakeholders, citizens, and project team members.
  • Experience in scope development, work-day estimation, contract negotiation, reviewing and approving invoices, and performing consultant evaluations.
  • Experience in project management: managing project scopes and schedules, driving progress, managing risk, containing cost, ensuring quality deliverables, facilitating timely decision making, and coordinating and collaborating with internal and external stakeholders.
  • Knowledge of the overall NCDOT project delivery process and State and Federal regulations and guidelines, associated with transportation and highway engineering.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
