Job Summary:
This position provides advanced technical human resources administration for Saint Paul College by independently managing complex personnel transactions, leading recruitment and onboarding processes, maintaining and auditing employee data across multiple HR information systems, and ensuring compliance with collective bargaining agreements, personnel plans, and state and federal requirements.
The HR Technician serves as a technical subject matter resource for HR staff, academic leaders, and supervisors by interpreting contracts, policies, and procedures; identifying and resolving data discrepancies; and ensuring accuracy and consistency in HR systems and employment actions. This role will have access to labor relations’ information as defined under M.S. 13.37, subdivision 1, and paragraph c.
This position facilitates full-cycle recruitment with the support of an HR Specialist and independently manages appointment processes for Temporary Part-Time (TPT) faculty and provides advanced transactional oversight for faculty, staff, and student employment actions. Through high-level technical expertise, quality control, and compliance monitoring, this role directly supports the mission of the HR Department and Saint Paul College by ensuring lawful, timely, and accurate workforce administration.
Job Duties:
Recruitment Transactions & Onboarding Administration for All Searches
Lead and Independently Manage Full-Cycle Recruitment for TPT Faculty. The HR Technician is solely responsible for managing end-to-end recruitment and hiring for all Temporary Part-Time (TPT) faculty
Manage HR Information Systems and Separation Transactions
Data Reconciliation, Reporting, and Compliance Monitoring
Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.
Salary Range:
The salary range for this position is $23.61 - $33.28 hourly
Minimum Qualifications:
• Experience processing employee transactions (hires, separations and data changes) and/or data entry experience.
• Ability to work with a variety of software programs such as Microsoft Word, Excel and Outlook sufficient to independently create and manage documents, files and spreadsheets.
• Ability to perform simple mathematical calculations sufficient to correctly determine salaries, special payments and seniority dates.
• Ability to research, analyze and resolve problems within the parameters of collective bargaining agreements sufficient to correctly apply them to the problem.
• Demonstrated organizational skills showing the ability to prioritize work, independently initiate actions to meet deadlines, establish and maintain recordkeeping systems and complete all aspects of complex assignments under minimal supervision.
• Professional customer service and English skills sufficient to provide prompt, courteous and accurate information to customers on the phone or through written correspondence and maintain effective relationships with all customers.
• Experience working in a public sector, higher education, or nonprofit environment and demonstrated ability to work effectively with diverse populations.
Preferred Qualifications:
• Knowledge and experience working with ImageNow document imaging system.
• Basic knowledge of Federal and MN employment laws and MN personnel laws and rules sufficient to research & answer basic questions.
• Knowledge of MN Data Practices Act sufficient to describe the differences in public and private information.
• Basic understanding of the contract provisions for MSCF, AFSCME, MAPE, MMA, Commissioner’s Plan, MnSCU Personnel Plan and Managerial Plan.
• Basic knowledge of MMB’s and MnSCU policies and procedures sufficient to process transactions, administer leave & answer routine questions.
• Knowledge of SCUPPS and/or SEMA4 policies and procedures.
