T-Mobile’s broadband business is scaling rapidly across both Fixed Wireless Access and Fiber, and the Fiber portfolio is increasingly defined by the quality of the partnerships we form, the markets we choose to enter, and the rigor of the processes we use to evaluate, approve, and operationalize new fiber builds. This role is the functional leader responsible for all three.As the Sr. Manager, Fiber Market Development & JV Partnerships you will lead a small, high-impact team responsible for the end-to-end lifecycle of T-Mobile’s fiber market pipeline – from partner origination and data-driven market evaluation to contract negotiation, operational readiness, and commercial launch. You will be the primary T-Mobile owner for partnered markets, ensuring we expand in the right places, with the right partners, on the right commercial terms.
You will manage a team of analysts, GIS specialists, and operations coordinators, and you will be the primary point of accountability for ensuring that T-Mobile’s fiber footprint grows in the right markets, with the right partners, on the right terms. You will be the source of truth across our partner relationships and be directly accountable for the pace and quality of T-Mobile’s fiber market expansion.
This is a hybrid role requiring a minimum of 3 days per week in the office.
Key Responsibilities:
Fiber Market Development
Lead the evaluation of prospective fiber builds across T-Mobile’s existing and future partner networks, assessing new market opportunities against current partner commitments, contractual obligations, and strategic priorities
Own the market evaluation process end-to-end: coordinate GIS-based overlap analysis, ML-driven penetration propensity modeling, competitive landscape assessment, and demographic scoring to produce defensible market recommendations
Partner with the Broadband Data Science team to operationalize a machine learning model and ensure model outputs are translated into actionable market-level insights
Facilitate markets through internal evaluation processes and external partner review cadences, culminating in market approval by T-Mobile leadership and/or JV Board of Directors
Develop and maintain the market scoring rubric and evaluation criteria, ensuring consistency, repeatability, and continuous improvement as the fiber portfolio scales
Produce market summary packages (penetration curves, demographic overlays, competitive positioning, financial expectations) that serve both internal decision-makers and external partner stakeholders
Business Development
Manage and grow T-Mobile’s portfolio of fiber wholesale and JV partner relationships, serving as a primary commercial point of contact for ongoing partner engagement
Lead contract amendment negotiations, term extensions, and commercial modifications with existing wholesale and JV partners as business needs evolve
Build and manage the new partner pipeline: identify prospective wholesale and JV partners, conduct initial qualifications, lead evaluation and business casing, and drive negotiations through to executed agreements
Partner with Corporate Development and Fiber Commercial Team on inorganic growth evaluations, providing market-level intelligence, partner quality assessments, and competitive context that inform deal structuring
Develop the partner funnel management framework: stage definitions, qualification criteria, pipeline velocity tracking, and conversion metrics to professionalize T-Mobile’s approach to fiber business development
Operations
Own the operational infrastructure that moves markets from approved evaluation to commercial launch, including market order facilitation, market acceptance workflows, and partner handoff processes
Manage broadband legal tracking and prioritization: ensure all partnership agreements, amendments, and contract actions are tracked, prioritized, and progressing through Legal review within agreed SLAs
Oversee DocuSign CLM (Contract Lifecycle Management) facilitation for all fiber partnership agreements, ensuring proper routing, execution, and archival of contractual documents
Design and maintain pipeline visibility tools (dashboards, trackers, status reports) that give internal stakeholders and external partners clear line-of-sight into where every market and deal sits in the process
Drive cross-functional coordination across Market Development, Data Science, Legal, Finance, and partner teams to eliminate bottlenecks and maintain pipeline velocity
What You Will Own & Key Outcomes Measured Against
Originate, evaluate, and prioritize a pipeline of new JV and wholesale partner markets that materially grow T-Mobile’s fiber footprint and retail economics.
Deliver defensible market recommendations using GIS overlap analysis, penetration modeling, competitive analysis and financial business cases.
Manage partner lifecycle: qualification → negotiation → contract execution → operational handoff → launch.
Drive operational cadence and tooling for market approval, legal/CLM throughput, market acceptance, and partner PSAs; remove cross-functional bottlenecks.
Own partner commercial health and governance: contract amendments, performance, and board-level reporting.
Grow and coach a team of analysts, GIS specialists and ops coordinators; professionalize funnel and pipeline stage metrics.
What Success Looks Like
30 days: Rapid stakeholder relationships; own current pipeline; audit market scoring rubric and trackers.
90 days: Deliver 3–5 market evaluation packages; implement 1 improvement to pipeline visibility or market rubric.
12 months: Lead ≥X approved partnered markets (or target KPI), improved pipeline conversion metrics, and measurable reduction in legal/CLM cycle time.
Qualifications
Bachelor's degree in Business, Management, Economics, Finance, or related field and 7 years of related work experience, OR a combination of education and experience deemed equivalent
MBA or Master’s degree in a relevant discipline preferred
7+ years of experience in business development, market development, strategic planning, or commercial operations, with at least 3 years in a people leadership role
Direct experience in telecommunications, broadband / fiber / ISP, or adjacent infrastructure industries strongly preferred
Demonstrated track record of managing partner relationships end-to-end: origination, evaluation, negotiation, and ongoing commercial management
Deep understanding of commercial contracts, including contract process, terms, and document management (CLM)
Experience working with financial models, business case development, and investment evaluation frameworks (NPV, IRR, CLV, penetration modeling)
Familiarity with GIS tools, data-driven market evaluation, and/or ML-informed decision-making processes is a strong differentiator
Experience managing cross-functional workflows involving Legal, Finance, Data Science, and external partners
Prior exposure to JV structures, wholesale agreements, or complex multi-party commercial arrangements is highly valued
At least 18 years of age and legally authorized to work in the United States

The pay range above is the general base pay range for a successful candidate in the role. The successful candidate’s actual pay will be based on various factors, such as work location, qualifications, and experience, so the actual starting pay will vary within this range.
At T-Mobile, employees in regular, non-temporary roles are eligible for an annual bonus or periodic sales incentive or bonus, based on their role. Most Corporate employees are eligible for a year-end bonus based on company and/or individual performance and which is set at a percentage of the employee’s eligible earnings in the prior year.
