Description of Work
We’re seeking a skilled Program Control Analyst (Business Systems Analyst II) to join our team. A successful Program Control Analyst, uses financial information to study, analyze and monitor, enterprise performance and provides insight into the NC Community College System to enable fact-based decisions. This role plans, documents, coordinates, communicates, operates and maintains functional and technical processes for the Technology Services Division for the NC Community College System Office. This position ensures operational, procedural and regulatory requirements are met and align with strategic plans, technology road maps, and project management. This positionperforms administrative, functional and technical services for the technology solutions department – including financial management; maintaining standard operating practices, coordinating internal and external communications; maintains team, agency and system level cross collaboration; provide written and oral reports.
Knowledge Skills and Abilities/Management Preferences
- Knowledge and understanding of business systems for the state and federal business reporting and Project Management processes, procedures, documentation, checklists, etc.
- Manage and track IT contracts across the contract timeline from inception to completion.
- Work independently, use reason and judgment to produce accurate and reliable financial and project performance analysis under time constraints.
- Effective Communication and Collaboration Ability to translate and communicate complex business and financial concepts to technical personnel and non-IT business users.
Our office is in downtown Raleigh, NC. Travel is typically limited to periodic professional knowledge/skill development and conference attendance.

Bachelor’s degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
