Job Title: Senior Director, Government Affairs & Tax Advocacy 

Location: Dublin, Ireland 

Reports To: Senior Director, Government Affairs & Advocacy, Europe Operating Unit 

 

Role Purpose 

The Senior Director, Government Affairs & Tax Advocacy manages Coca‑Cola’s European corporate tax advocacy and competitiveness agenda, with a particular focus on the Irish stakeholder environment and its implications for the Company and the enterprise. The role shapes and deploys evidence‑based positions and narratives that support growth, investment, and long‑term competitiveness. 

This role partners closely with Corporate Tax, Policy Communications, market PACS leads, and bottlers (CCH & CCEP) to design and activate advocacy campaigns that tell the enterprise value story in priority markets. It also supports broader regulatory campaigns (health, environmental) by facilitating insights, data, and polling that improve relevance and impact. 

The Senior Director deploys to markets as needed to support critical campaigns, ensuring consistent standards and execution while maintaining strong alignment with Europe OU priorities and governance. 

 

Key Responsibilities 

Tax Advocacy & Competitiveness 

  • Lead the EU corporate tax advocacy and competitiveness agenda in partnership with the OU Senior Tax Counsel, Policy Communications, bottlers and market PACS teams. 

  • Lead the system’s engagement with key stakeholders in Ireland, including the Departments of Finance and Revenue, IDA, DETE and Enterprise Ireland, whilst serving as the Company’s representative with key trade associations such as IBEC and AmCham. 

  • Translate complex tax policy developments into clear implications, positions, and advocacy plans for senior leadership. 

  • Partner with Global and OU Tax Counsel and Policy Teams to align messaging, technical rigor, and stakeholder engagement. 

 

Campaign Design & Deployment 

  • Co‑develop advocacy campaigns in partnership with Policy Communications to illustrate the Enterprise value story and growth agenda in priority markets. 

  • Deploy to markets for high‑stakes engagements, providing hands‑on support to accelerate results. 

  • Support the Sr. Director, Government Affairs & Advocacy on a broad set of policy issues, including health & nutrition and environmental sustainability. 

 

Insights, Evidence & Communications Enablement 

  • Source and synthesize insights, polling, and economic analysis to strengthen credibility and consumer relevance. 

  • Partner with Policy Communications to create compelling collateral and narratives tailored to stakeholders. 

System & Stakeholder Alignment 

  • Align advocacy positions and actions with bottlers (CCEP, CCH) and external partners to maximize influence. 

  • Maintain disciplined routines for risk assessment, decision making, and performance tracking. 

Advisory & Governance 

  • Serve as key advisor to European Refreshments Board of Directors and provide frequent and relevant update to enterprise leaders. 

  • Provide senior counsel on tax and related policy dynamics to OU leaders and market teams. 

  • Ensure compliance with applicable advocacy and lobbying standards and internal governance. 

 

Qualifications & Experience 

  • Bachelor’s degree in Law, Economics, Public Policy, Political Science, or related field; advanced degree preferred. 

  • 12+ years’ experience in government affairs, public policy, or tax advocacy in corporate, consultancy, or institutional settings. 

  • Strong understanding of EU and Irish tax policy landscapes and their business /competitiveness implications. 

  • Demonstrated success designing and executing advocacy campaigns with measurable outcomes. 

  • Ability to simplify complex policy into clear narratives and stakeholder‑ready materials. 

  • Strong stakeholder management skills; effective working across matrixed systems and with bottling partners. 

  • Excellent written and verbal communication skills in English; additional European languages an advantage.
