The Capital Planner is a key member of the PMO team, acting as the link between project delivery and strategic capital planning. The role supports regional real estate and construction portfolios by translating business requirements into structured capital plans and by ensuring strong financial controls throughout the full project lifecycle.
 

This position is ideal for Capital Planners, Cost Estimtators, Project Managers, Program Managers, Portfolio Manager or Project Controls professionals who want to influence portfolio‑level investment decisions rather than focus solely on individual projects. You will work closely with clients, project teams, and senior leadership to ensure capital is planned, governed, and spent effectively.


Key Responsibilities


Capital Planning, Portfolio Management & Advisory

  • Develop and manage multi‑year capital plans for regional real estate and construction portfolios, acting as a trusted advisor to clients and account leadership on capital allocation, prioritization, performance and risk.
  • Review and validate project requests by assessing scope, cost, schedule, business justification and risk, while analyzing portfolio‑level trends to identify opportunities for cost optimization, bundling, and strategic sourcing.
  • Maintain accurate capital plans ensuring data quality, consistency, and transparency for decision‑making.

Project Controls, Cost Management & PMO Support

  • Prepare and review cost estimates across all project stages, establish project budgets using market benchmarks.
  • Partner with Project Managers, PMO team members, and regional leads to ensure alignment between scope, schedule, and budget, providing clear financial reporting and supporting governance, portfolio reviews, and key decision forums.

Continuous Improvement & Risk Management

  • Identify financial, schedule, and delivery risks, support mitigation strategies, and apply lessons learned to continuously improve capital planning and PMO processes, including the standardization of tools and reporting.

Requirements

Education, Experience & Technical Expertise

  • Bachelor’s degree in Finance, Engineering, Construction Management, Project Management, or a related field, with proven experience in project management, capital planning, project controls, or cost management within real estate, construction, or infrastructure programs.
  • Understanding of construction economics, real estate finance, and building systems including experience developing conceptual cost estimates, managing uncertainty, and qualifying assumptions and risks.
  • Proficiency with capital planning and project controls tools (including AdaptiveWork) and advanced skills in Excel, PowerPoint, MS Project, and SharePoint

Additional Competencies

  • Highly analytical, with the ability to translate complex financial and project data into clear, actionable insights for senior stakeholders.
  • Strong communication skills, with confidence presenting to executive‑level audiences and working collaboratively across multidisciplinary teams.
  • Ability to manage multiple priorities in a fast‑paced, deadline‑driven PMO environment, balancing independent work with strong collaboration.
