What this job involves - The HSSE Regional Lead provides operational leadership and oversight for comprehensive health, safety, security, environmental, and sustainability programs across the account’s operations in assigned country/sub-region. This role ensures consistent HSSE excellence while adapting to local regulatory requirements, cultural contexts, and business practices. The position requires deep local market knowledge combined with ability to implement regional HSSE strategies and drive performance across multiple facilities and service lines.

 

Key Responsibilities

Regional HSSE Operations Management

  • Lead HSSE program implementation across multiple facilities within assigned country/region

  • Ensure consistent application of JLL safety standards

  • Manage local HSSE team including Site Safety Officers and specialized coordinators

  • Drive operational excellence while maintaining flexibility for local business requirements

  • Implement regional HSSE strategy developed by APAC Lead with local adaptation

 

Regulatory & Compliance Management

  • Ensure comprehensive compliance with local environmental, health, and safety regulations

  • Establish process and procedure for reporting to local regulatory authorities and government agencies

  • Lead country-specific risk assessments and develop localized mitigation strategies

  • Oversee implementation of account HSSE System and compliance with HSSE programs

  • Coordinate local permits, licenses, and regulatory reporting requirements

  • Adapt global HSSE standards to meet local regulatory and cultural requirements

 

Performance Management & Analytics

  • Monitor and report regional HSSE performance to APAC Lead and local leadership/teams

  • Conduct monthly performance reviews with site teams and provide quarterly regional reports

  • Analyse local trends and performance data to identify improvement opportunities

  • Benchmark performance against local industry standards and regulatory requirements

  • Drive corrective actions for performance gaps and non-conformances

  • Support audit assessments and compliance programs

 

Contractor & Vendor Management

  • Establish and monitor contractor HSSE requirements and performance standards

  • Conduct contractor prequalification and ongoing performance evaluations

  • Coordinate contractor safety orientations and ongoing compliance monitoring

  • Manage relationships with local HSSE service providers and consultants

  • Ensure contractor compliance with both local regulations and client’s requirements

  • Drive continuous improvement in contractor safety performance

 

Incident Management & Emergency Response

  • Lead investigation of significant incidents within the region

  • Ensure timely incident reporting and response in accordance with JLL and client’s requirements

  • Coordinate emergency response activities and business continuity planning

  • Manage stakeholder communications during incidents and regulatory matters

  • Drive systematic root cause analysis and preventive action implementation

  • Share lessons learned with APAC Lead and other regional teams

 

Stakeholder Management & Client Relations

  • Interface with local account facility management and business leadership

  • Coordinate with landlords, tenants, and building management companies

  • Manage client relationships and support business development activities

  • Facilitate communication between local teams and APAC Lead

 

Required Qualifications

Education & Professional Credentials

  • Degree in Environmental Science, Safety Engineering, Business Administration, or related field

  • Advanced professional certifications (NEBOSH Diploma, CSP, CIH, or equivalent)

  • ISO management system certifications (ISO 14001, ISO 45001 Lead Auditor)

 

Experience Requirements

  • 12+ years progressive HSSE leadership experience in multinational corporate environment

  • 5+ years senior management experience in APAC region with cultural competency

  • Proven track record leading and implementing HSSE systems/programs in multinational corporate environment

  • Experience managing complex stakeholder relationships  

  • Background in facilities management, corporate real estate, or related industries preferred

  • Demonstrated success in driving sustainability and environmental performance

 

Technical Expertise

  • Deep knowledge of APAC regulatory landscapes and cultural business practices

  • Expertise in HSSE management systems, risk assessment methodologies, and performance management

  • Strong understanding of sustainability frameworks, carbon management, and circular economy principles

  • Proficiency in HSSE technology platforms, data analytics, and digital transformation

  • Knowledge of emergency management, business continuity, and crisis communications

  • Understanding of construction safety, facilities operations, and integrated service delivery

 

Leadership Competencies

  • Ability to translate strategy into operational excellence

  • Strong influence and negotiation skills for complex stakeholder management

  • Excellent communication and presentation skills for diverse audiences

  • Cultural intelligence and ability to lead across diverse markets and languages

  • Change management expertise and ability to drive organizational transformation

  • Executive presence and ability to represent JLL at senior client and industry levels

 

Language & Cultural Requirements

  • Fluent English (written and verbal) required

  • Additional APAC languages (Mandarin, Japanese, Hindi, Bahasa, etc.) highly preferred

  • Deep understanding of APAC business cultures and regulatory environments

  • Experience working across time zones and managing virtual teams

 

Physical & Travel Requirements

  • Ability to conduct facility assessments including industrial and construction environments

  • Availability for emergency response outside normal business hours

  • Physical capability to wear required PPE and access diverse facility types
