CHIEF PROGRAM OFFICER 

ABOUT THE NATIONAL COUNCIL OF JEWISH WOMEN LOS ANGELES (NCJW | LA)

NCJW|LA is a community-driven organization advancing economic justice and equity for women and their families. Through direct cash assistance, skill-building programs, leadership development, and advocacy, NCJW|LA disrupts cycles of poverty and strengthens pathways to financial independence. POSITION OVERVIEW

The Chief Program Officer (CPO) is a key member of NCJW|LA’s leadership team, responsible for overseeing the design, integration, and evaluation of programs and advocacy efforts to maximize community impact. The CPO drives organizational strategies that connect direct services, workforce development, leadership building, and advocacy to advance women’s economic justice.

This role ensures that NCJW|LA’s programmatic work is participant-centered, data-informed, equity-driven, and aligned with our mission and strategic plan. The CPO also represents NCJW|LA as a leader in systems change, strengthening partnerships, coalitions, and public policy efforts across Los Angeles and beyond.

ROLES & RESPONSIBILITIES

Strategic Leadership

  • Serve as a core member of the Executive Leadership Team, contributing to organizational strategy, culture, and decision-making.
  • Lead programmatic strategy in alignment with NCJW|LA’s mission, values, and priorities in economic justice, workforce development, advocacy, and community well-being.
  • Ensure cross-departmental collaboration between programs, advocacy, fundraising, and operations.
  • Provide thought leadership in the fields of women’s economic security, poverty alleviation, and equity.

Program Leadership & Management

  • Oversee design, implementation, and evaluation of direct service, workforce, and leadership programs to ensure measurable impact.
  • Supervise program directors and staff, modeling inclusive, collaborative, and values-driven leadership.
  • Implement professional development goals and provide coaching for staff, in alignment with organizational activities, to grow program department capacity.
  • Establish systems for ongoing program evaluation, data analysis, and continuous improvement.
  • Report regularly to the CEO and Board on programmatic progress, challenges, and opportunities.
  • Ensure integration of participant voices and lived experience into program design and decision-making.

Advocacy & Systems Change

  • Lead NCJW|LA’s advocacy strategy, in partnership with the CEO and Advocacy Committees, to influence policies impacting women, families, and economic justice.
  • Build and maintain coalitions with community organizations, policymakers, and thought leaders.
  • Represent NCJW|LA externally as a credible, trusted advocate and partner in social change.
    Drive the organization’s diversity, equity, and inclusion commitments, embedding them in both internal practices and external engagement.

Program Evaluation & Impact

  • Oversee NCJW|LA’s impact framework, setting measurable goals and ensuring robust evaluation.
  • Use data, research, and community input to inform strategy and share outcomes with stakeholders.
  • Elevate program success stories to strengthen visibility, advocacy, and fundraising.

Resource Development

  • Partner with the Development team on grant proposals, reports, and program-related fundraising.
  • Represent NCJW|LA with existing and prospective funders and governmental partners.
  • Foster a culture of philanthropy across programs, including staff, volunteers, and community partners.

Finance and Operations

  • Ensure all programs operate within budget and contractual obligations.
