Job Description

The Oklahoma Department of Public Safety is seeking an HR Programs Manager to oversee the daily operations of the HR Services unit. This position supervises HR staff and manages key HR functions including recruitment, onboarding, promotional processes, and personnel transactions. The position also provides operational guidance and oversight for the Oklahoma Highway Patrol (OHP) Academy hiring process and supports the development of HR procedures and operational processes.

Responsibilities

  • Manage and supervise HRMS personnel responsible for HR Services operations.
  • Oversee recruitment, onboarding, promotions, agency change management processes, and personnel transactions.
  • Provide guidance and coordination for the OHP Academy hiring process.
  • Develop and maintain HR processes, procedures, and workflow improvements.
  • Ensure accurate and timely HR transactions in Workday and other HR systems.
  • Provide professional customer service and guidance to DPS employees, supervisors, applicants, and external partners.
  • Assist with administrative HR program oversight and other HR management duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of human resources management principles and practices.
  • Ability to supervise staff and coordinate HR operations.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to manage multiple priorities and deadlines.
  • Proficiency in HR systems such as Workday and Microsoft Office.
  • Ability to establish and maintain good working relationships with team   members, agency personnel and external partners.

Education and Experience

Education and Experience requirements at this level consist of a bachelor’s degree plus four years of professional level experience in human resource management or development, or an equivalent combination of education and experience, substituting one additional year of professional or technical public sector human resources management experience for each year of the required education; or an equivalent combination of education and experience, substituting the possession of a master’s degree in public administration, human resources or a closely related field for one year of the required experience.

Preferred Qualifications

  • Experience working in state government human resources.
  • Experience with Workday or similar HRIS.
  • Proficient in Microsoft Excel.
  • Proficient in Adobe Pro.
  • Experience overseeing recruitment programs and onboarding processes.
  • Experience coordinating large-scale hiring processes or academy-style hiring programs.
