Minimum Qualifications:
- 8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

You will own and drive fraud management across PayPal Europe, ensuring strong oversight, regulatory compliance, and effective risk mitigation in a complex, global operating model. This is a high-impact role at the intersection of fraud strategy, operations, and regulation.
Meet our team
You’ll join the Operational Resilience organization at PayPal Europe, working at the center of fraud risk management across a highly regulated and fast-evolving environment. Our team partners closely with Global Fraud, Product, Technology, Risk, and Compliance to ensure our platforms remain secure and trusted by millions of customers.
In this role, you’ll operate in a highly international and matrixed environment, collaborating across regions and functions. You will have strong visibility with senior leadership and play a key role in shaping how PayPal manages fraud risk across Europe.
Your way to impact
You will own the first-line fraud management framework for PayPal Europe, ensuring it is robust, scalable, and aligned with both enterprise standards and European regulatory expectations (CSSF, ECB).
By driving oversight across outsourced and intragroup models, you will strengthen fraud controls, improve performance, and ensure effective governance. Your work will directly protect customers, reduce financial losses, and reinforce trust in PayPal’s platform across multiple European markets.
Your day to day
In your day-to-day role, you will:
- Own and evolve the fraud management and oversight framework across PayPal Europe
- Drive integration of fraud risk into core business processes (incident management, change governance, service reviews)
- Partner with Global Fraud, Product, Technology, Risk, and Compliance teams to ensure effective fraud controls and performance
- Analyze fraud trends, root causes, and performance metrics to drive improvements and preventative strategies
- Lead fraud oversight governance, including forums, reporting, and escalation to senior leadership
- Act as a key point of contact for EU regulatory matters, including engagement with regulators (e.g., CSSF, ECB)
- Define and monitor KPIs, KRIs, and SLAs to ensure effective fraud risk management across internal and external partners
- Drive continuous improvement of fraud capabilities, influencing global teams to address EU-specific requirements
What do you need to bring
- Strong experience in fraud management within financial services, payments, or fintech environments
- Experience operating in a highly outsourced or intragroup service model, with the ability to exercise effective oversight without direct operational control.
- Deep understanding of EU regulatory frameworks and experience working in regulated European institutions
- Proven ability to operate in complex, global organizations and influence senior stakeholders across functions
- Strong understanding of fraud systems (e.g., models, rules engines, case management, dispute flows)
- Experience with governance frameworks, including the three lines of defence model
- Strong analytical, problem-solving, and decision-making capabilities in fast-paced environments
