As a senior member of the Global Talent Acquisition Centre of Excellence (COE), you will lead the design, build, and maturation of Talent Acquisition operations across the APAC region. This role is not a recruitment delivery position. It is a strategic and operational leadership role focused on standing up TA capabilities, enabling regional and country teams, and ensuring they operate as credible, strategic partners to the business
This role is pivotal in driving operational excellence, governance, compliance, and global consistency across highly diverse APAC markets, while allowing for appropriate local flexibility. You will build and scale the systems, processes, and operating models that allow TA teams to perform effectively as the business continues to expand and evolve across the region.
The ideal candidate brings deep APAC TA operations experience, proven success in country expansion and TA maturity, and the resilience to influence and challenge, constructively and confidently, senior stakeholders in complex environments.
Key Responsibilities
- APAC Talent Acquisition Operations Leadership
- Lead operational excellence across TA systems, processes, governance, and compliance frameworks for the APAC region.
- Ensure alignment with global TA strategy and standards while addressing significant country-by-country differences in regulation, labour markets, and TA maturity.
- Act as the APAC COE point of accountability for how TA operates.
- Country Build, Expansion & TA Maturation Partner with regional and country TA leaders to stand up TA teams, operating models, and capabilities in new and evolving APAC markets.
- Design and implement frameworks that move countries along the TA maturity curve, from transactional execution to strategic workforce partner.
- Enable consistent, high-quality candidate and hiring manager experiences through scalable, repeatable models.
Operational Strategy & Transformation
- Execute the global TA transformation agenda within APAC, balancing speed, standardisation, and local nuance.
- Build scalable infrastructure, operating models, and best practices that support long-term regional growth.
- Identify and address structural gaps in capability, process, or governance across markets.
- Large-Scale Program & Project Leadership
- Lead complex, multi-country TA initiatives across APAC, managing timelines, interdependencies, risk, and outcomes.
- Establish clear governance, decision-making frameworks, and change management plans to ensure adoption and sustainability.
- Navigate ambiguity and competing priorities in fast-growing or less mature markets.
- Senior Stakeholder Influence & Communications
- Serve as a trusted advisor to senior HR and business leaders across APAC, clearly articulating TA strategy, constraints, and trade-offs.
- Build and deliver compelling communications—executive updates, regional forums, dashboards, and written materials.
- Confidently and respectfully challenge senior stakeholders when requests are misaligned with TA strategy, capacity, compliance, or long-term sustainability.
- Data, Insights & Continuous Improvement
- Leverage TA data and market insights to identify risks, trends, and optimization opportunities across APAC.
- Translate data into clear, actionable recommendations for senior leadership.
- Drive continuous improvement in TA effectiveness, efficiency, and credibility.
- Technology, Vendor & Process Enablement
- Partner with global and regional TA Operations leaders to implement and scale TA technologies, vendors, and automation across APAC.
- Ensure solutions are compliant, scalable, and appropriate for markets at different maturity levels.
- Optimise the recruiter and candidate experience through enablement—not direct delivery.
- Cross-Functional & Global Collaboration
- Work closely with HR, Legal, Compliance, Finance, and Business leaders to ensure integrated, regionally appropriate solutions.
- Act as a bridge between global COE strategy and APAC execution realities.
- Preferred Qualifications & Experience
- APAC TA Leadership Experience: Demonstrated experience leading TA operations across multiple APAC countries, including new market entry and capability build-out.
- TA Build & Enablement Focus: Strong background in standing up TA teams, operating models, governance, and maturity frameworks (not hands-on recruiting).
- Operational Excellence: Proven ability to design scalable processes, compliance models, and regional operating standards.
- Program & Change Leadership: Experience leading complex, multi-country transformations with clear governance and adoption.
- Influence & Resilience: Credible, confident operator who can influence, challenge, and align senior stakeholders in high-growth, high-ambiguity environments.
- Systems & Data Expertise: Strong understanding of TA technologies, vendors, analytics, and process optimization.
- Cultural & Market Acumen: Deep appreciation for APAC cultural, regulatory, and market diversity.
- Recruitment Domain Knowledge: Strong understanding of end-to-end recruitment, with a focus on how operations enable recruiter and business success.
- Requires practical knowledge in leading and managing the execution of processes, projects and tactics within one work area.
- Typically has broad knowledge and skills within a specific technical or professional discipline with understanding of the impact of work on other areas of the organization.

Qualification:
A University Degree or equivalent experience and minimum 8 years prior relevant experience
