Description of Work
The Occupational Safety and Health (OSH) Division of the North Carolina Department of Labor is responsible for promoting safe and healthy workplaces across the state through education, outreach, consultation, and enforcement of the North Carolina Occupational Safety and Health Act. The Division works to protect the health and safety of millions of workers employed in a wide variety of industries throughout North Carolina.The OSH Compliance Section, comprised of the East and West Bureaus, conducts inspections to identify workplace safety and health hazards that violate applicable OSHA standards. Compliance officers document violations, recommend appropriate citations and penalties in accordance with established policies and procedures, and work collaboratively with employers to achieve timely hazard abatement. The Section also investigates employee complaints, referrals, workplace accidents, fatalities, catastrophes, and other reportable incidents while supporting statewide training and outreach initiatives.
The Health Compliance Officer (HCO) conducts inspections of industrial and other workplaces to identify occupational health hazards that may violate the North Carolina Occupational Safety and Health Act. The HCO inspects workplaces and prepares detailed written reports documenting employee exposure to potentially toxic substances and hazardous working conditions. When warranted, the position recommends the issuance of citations in accordance with the occupational safety and health laws of the State of North Carolina.
The HCO independently plans and conducts inspections, consulting with supervisory staff when unusual or highly technical hazards are encountered. Inspection assignments include complaints, referrals, follow-up inspections, accident investigations, fatalities, catastrophes, and general scheduled inspections. The fully qualified candidate must be able to operate, calibrate, and maintain industrial hygiene sampling and monitoring equipment, including sound level meters, noise dosimeters, air sampling pumps, combustible gas indicators, direct-reading instruments, and other specialized equipment used to evaluate occupational health hazards.
If there are no applicants who fully meet the minimum education and experience requirements or the required knowledge, skills, and abilities, the Department may consider qualified trainee applicants. A trainee may be hired at a salary below the established recruitment range. Upon successful completion of the required training and attainment of the minimum qualifications outlined in the classification specification, the employee's salary may be adjusted in accordance with applicable State Human Resources policies.

This position is located in the Winston-Salem Field Office. The selected candidate must reside within a 50-mile commuting distance of the office.
Salary Grade: NC 17
Salary Range: $60,881 - $106,544
The HCO must have the ability to apply inspection and compliance procedures consistently, write detailed reports documenting inspection results, and apply principles associated with public health and safety incorporated in the federal and state occupational safety and health standards. The HCO contacts and interviews employees, places personal monitoring equipment on employees, observes employee work practices, and ensures the proper operation of monitoring equipment.
The HCO must have excellent verbal and written communication skills, the ability to work with individuals at all levels of an organization, and be proficient in Microsoft Word and Excel. The HCO will be required to evaluate and make recommendations on unusual problems.
A valid driver's license is required.
For fully qualified HCO I:
Master's degree in industrial hygiene with a bachelor's degree in chemistry, physics, mechanical engineering, or a closely related curriculum from an appropriately accredited institution; or a bachelor's degree in chemistry, physics, industrial hygiene, mechanical engineering, or a closely related curriculum from an appropriately accredited institution and one year of experience in industrial hygiene inspections; or an equivalent combination of education and experience.
For HCO Trainee:
Bachelor's degree in chemistry, physics, industrial hygiene, mechanical engineering, or a closely related curriculum from an appropriately accredited institution or an equivalent combination of education and experience. No industrial hygiene experience is required.
Applicants enrolled in an applicable bachelor's or master's degree program will be considered if all degree requirements will be completed by the end of the current semester. Any offer of employment will be contingent upon the applicant providing an official transcript or other proof that the degree has been conferred prior to the first day of employment.
