Position Essential Functions

  • Collecting, cleansing, and validating data to ensure accuracy and consistency for analysis.
  • Search for patterns, trends, and relationships in data sets to inform business strategy.
  • Developing, training, and deploying algorithms to predict outcomes and automate decisions (e.g., neural networks, decision trees).
  • Proficiency in SQL (tSQL, pSQL, GoogleSQL) for data analysis and interpretation.
  • Use of data visualization tools (e.g., Tableau or Power BI), and/or statistical analysis/programming (e.g., Python or R)
  • Prepare administrative, statistical and/or fiscal documents pertaining to departmental activity.
  • Plan and organize a component of an agency or institutional program or a major division, program, or function established to accomplish a basic goal or mission of the agency.
  • On-site attendance is an essential function of the position, as the role requires direct interaction with staff, clients, and on-site office resources.

  • Knowledge, Skills and Abilities required at this level include knowledge of the methods of organization and management; of public administration; of agency policies and procedures; of grant or contract program requirements; of the legislative process; of basic research and statistical techniques; and of federal and state laws and regulations relating to administration of assigned programs.
  • Ability is required to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; to evaluate potential outcomes and design ways to use data to prove or disprove perspectives; to exercise good judgment in analyzing situations and making decisions; and to organize and present facts and opinions.

 

Physical Demands/Work Environment

  • Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms.  This position requires regular periods of sitting or standing and daily use of computer and phone.  It also requires the occasional use of the office machinery in accordance with safety and security protocols.

 

Minimum Qualifications

  • Education and Experience requirements at this level consist of a bachelor’s degree or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.

 

Special Skills/Requirements

  • Computer Skills – Employee must be capable of proficiently using the OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), and the Internet, as well as proficiency to learn other software as needed.
  • Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.
