Job Summary

Equinix is the largest provider of co-location data center services in the world! The One Legal team at Equinix is seeking a Canadian Government Contracts Manager who must be eligible for a Canadian government security clearance to support Equinix’s growing Federal business in Canada and must be fluent in French.

Responsibilities

  • Provide guidance to department personnel on the handling of customer contracting issues
  • Understand, adhere to, and promote existing company ethics and compliance policies
  • Communicate and correspond directly with customer procurement and contracting officials
  • Manage active contracts and engagements. Act as liaison with Equinix Sales Account Executives, Sales Engineers, Equinix Customer Service Managers, and security program officials to ensure compliance with contract terms
  • Use functional experience and expertise in the review and administration of nondisclosure, teaming, and subcontracting agreements
  • Development and maintenance of Canadian procurement compliance regime and related programs to include Standard Acquisition Clauses and Conditions, Controlled Goods Program, etc.
  • Identification, development, and implementation of enhancements to Equinix’s evolving Canadian Government contract policy and processes
  • Conduct proposal preparation including examination of RFP solicitation requirements and estimates, analyzing terms and conditions to evaluate risks to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, customer specifications, and proposal submission
  • Review, improve, and address gap areas in contracting department templates and documents
  • Travel to company locations or customer sites as necessary (limited travel less than 10%).
  • Ability to obtain and maintain a Canadian Government security clearance at the appropriate level (requires Canadian Citizenship)
  • Perform other duties as required

Qualifications

  • Typically 7+ years of business work experience in directing, managing, or supervising the customer contracting process with the Canadian Government (including formation, negotiation, and administration activities) or an equivalent combination of education and experience
  • Extensive experience with Canadian acquisition regulations and all types of contracting procedures required
  • Business level bilingual English and French-Canadian written and verbal communication is required
  • Bachelor’s degree in Business Administration or a closely related discipline
  • Advanced degrees in contracts management or law preferred
  • Legal background a strong plus
  • Commercial contracts and legal knowledge
  • Eligibility to obtain and maintain a Canadian Government security clearance is required
  • Demonstrated ability to build and maintain strong working relationships with our external and internal customers
  • Analytical approach to problem solving, risk assessment and strategy
  • Excellent proposal development skills, strong ability to navigate complex negotiations, and excellent oral and written communication skills
  • Proven ability to spot issues based on extensive past work experience and formal training received
  • Must be a highly organized individual capable of multi-tasking and will be required to manage multiple functions and interact with personnel at all levels of management
  • Strong Microsoft Word, Microsoft Excel & Microsoft PowerPoint skills, and familiarity with multiple CRM tools

  • Gérer les contrats et les engagements actifs. Afin d’assurer le respect des contrats, faire la liaison avec les chargés des comptes commerciaux d’Equinix, les ingénieurs commerciaux, les gestionnaires du service à la clientèle et les responsables des programmes de sécurité

  • Mettre à profit son expérience pratique et son expertise dans l’examen et l’administration des ententes de confidentialité, de collaboration et de sous-traitance

  • Élaborer et mettre à jour un cadre de conformité en matière d’approvisionnement pour le marché canadien, ainsi que des programmes connexes, notamment les Clauses et conditions uniformisées d’achat, le Programme des marchandises contrôlées, etc.

  • Déterminer, élaborer et mettre en pratique des améliorations à la politique et aux processus d’Equinix en matière de contrats avec le gouvernement canadien

  • Préparer des offres de services, y compris l’examen des exigences et des estimations incluses dans les appels d’offres. Analyser les modalités afin d’évaluer les risques dans le but d’assurer une acquisition et une exécution correctes des contrats conformément aux politiques de la société, aux exigences légales, aux spécifications du client et aux modalités de l’offre déposée

  • Réviser, améliorer et corriger les contrats types et les documents du service responsable des contrats

  • Se rendre aux sites de l’entreprise ou du client, au besoin (déplacements limités à moins de 10 %)

  • Être admissible à obtenir et à conserver la cote de sécurité du gouvernement canadien du niveau requis (citoyenneté canadienne obligatoire)

  • Effectuer d’autres tâches, au besoin

Qualifications

  • Au moins sept ans (7) d’expérience professionnelle à diriger, à gérer ou à superviser le processus de passation de marchés du gouvernement canadien (y compris les activités de préparation, de négociation et d’administration), ou une combinaison équivalente de formation et d’expérience

  • Expérience exhaustive de la réglementation canadienne en matière d’approvisionnement et de tous les types de procédures de passation de marchés

  • Maîtrise professionnelle du français canadien et de l’anglais, à l’oral et à l’écrit

  • Baccalauréat en gestion des affaires ou dans une discipline étroitement liée

  • Diplôme d’études supérieures en gestion des contrats ou en droit, de préférence

  • Formation en droit, un atout majeur

  • Connaissances juridiques et des contrats commerciaux

  • Admissibilité à obtenir et à maintenir une cote de sécurité du gouvernement canadien

  • Capacité avérée à établir et à entretenir de solides relations de travail avec nos clients externes et internes

  • Approche analytique pour résoudre des problèmes, évaluer des risques et élaborer des stratégies

  • Excellentes compétences en préparation d’offres, excellente aptitude pour mener des négociations complexes et excellentes habiletés en communication orale et écrite

  • Capacité démontrée à reconnaître des problèmes sur la base d’une expérience professionnelle solide et d’une formation officielle

  • Excellent sens de l’organisation et capacité à mener plusieurs projets en même temps. Savoir gérer diverses fonctions et interagir avec du personnel de différents niveaux de gestion

The targeted pay range for this position in the following location is / locations are:

Canada : 112,000 - 162,000 CAD / Annual
