We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Job Summary:
We are seeking a technically fluent program manager with a strong product mindset to join our Tech Strategy, Planning, & Enablement team. This role owns the product vision, requirements, and execution roadmap for the tools and capabilities that power how PayPal's Technology organization plans and operates. The right candidate thinks in systems, translates stakeholder needs into clear requirements, and has the relevant technical depth to work credibly alongside engineers and independently with data. The position is highly visible across senior executives within the global Technology organization and PayPal leadership more broadly.Job Description:
Essential Responsibilities:
- Scope: The project & program responsibilities are focused on the delivery of a product or computer-based system from design to release for customers.
- Develop and manage program plans, including timelines, milestones, deliverables, and procurement activities.
- Coordinate activities across multiple projects to ensure alignment with program objectives.
- Monitor program performance and implement corrective actions as needed.
- Communicate program status to stakeholders and executive leadership.
- Manage program budgets and financials.
- Facilitate cross-functional collaboration and resolve conflicts.
- Ensure adherence to engineering standards and best practices.
Minimum Qualifications:
- 5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
- Proven track record of managing complex programs within an engineering environment.

Your way to impact
Define and own the execution of the roadmap for tooling and automation capabilities, ensuring roadmap is prioritized by business impact
Translate planning and operational pain points into clear, actionable product requirements for engineering partners
Use data to build and test hypotheses about what to build next, ensuring decisions are evidence-based
Drive adoption of Enablement tools and capabilities across PayPal's Product, Program, and Engineering organizations
Serve as the connective tissue between Enablement's strategic goals and the engineers who build them
Your day-to-day
Product Definition & Roadmap
Gather insights from stakeholders across Product, Program, and Engineering to inform product requirements
Define and maintain a prioritized product backlog, balancing new capabilities with improvements to existing tools
Analyze data, usage patterns, and stakeholder feedback to support data-driven prioritization decisions
Monitor tool adoption and operational performance, using findings to refine the product direction
Execution & Delivery
Lead sprint planning, standups, and retrospectives to drive execution with engineering partners
Write clear requirements and acceptance criteria; partner with engineers to ensure successful delivery
Triage and drive resolution of tooling issues and blockers in collaboration with technical teams
Stakeholder Enablement
Manage product help channels; serve as first point of contact for product questions
Lead office hours and change management activities to drive adoption of new capabilities
Partner with technical teams to align on data governance and tooling backlog prioritization
What you need to bring
At least 5 years of product management experience, preferably in a tooling, platform scope for engineering operations, or operational context
Technical fluency — comfortable reading and writing basic SQL and Python scripts, working with APIs, and holding substantive technical conversations with engineers
Experience using data to inform product decisions; proficiency with dashboarding or analytics tools is a plus
Familiarity with Jira; experience with Jira administration or data governance is preferred
Strong written and verbal communication skills — able to translate complex operational needs into clear requirements and present findings to senior stakeholders
Demonstrated ability to manage a backlog, run agile ceremonies, and drive execution without direct engineering authority
Comfort operating in ambiguous, fast-moving environments where the roadmap is defined by the person in the role
