About this role
Diamond Infrastructure Solutions has an exciting opportunity for a Site HR & LR Generalist located in Freeport (TX).
The Site HR & LR Generalist brings value to the unionized operational sites supporting the Diamond business across Texas (Freeport, Stratton Ridge, Oyster Creek, Seadrift, Houston, Angleton, and Texas City) by working with client groups to understand and help to implement the site needs. The incumbent will work as part of a team.
The role provides end-to-end HR support, including labor and employee relations, talent management, skills and learning execution, contractor workforce management, and local talent sourcing. Partnering closely with site leadership, union representatives, and Diamond corporate HR, the position ensures workforce capability, compliance, and operational continuity in a dynamic Gulf Coast operating environment. In this role, you will require conceptual knowledge of theories, practices, and procedures as well as having general business knowledge developed through education or prior experience related to your discipline and functional area. You will need to have the ability to exchange straightforward information with others and ask questions to check for understanding. This role will receive guidance and support from the Senior HR/ LR Partner, located at the same site if possible.
This role must be willing to learn labor relations and use those skills, and must have credibility with frontline and employees to implement practical workforce solutions. It is your responsibility to use established procedures and practice to analyze and resolve standard problems. You will be accountable for assigned contributions with no direct supervisory responsibilities. Your performance impacts your own work with impact on your team and the overall business. You will need to use established procedures and practices to achieve objectives and meet deadlines.
This is a site-based role supporting a 24/7 workforce, with time spent in both office and operational settings and travel required across Texas sites.
Responsibilities
Site HR Partnership & Employee Relations
- Serve as a member of the HR generalist team for leaders, supervisors, and employees across union and non-union populations for all site HR needs.
- Provide day-to-day guidance on HR policies, procedures, performance management, attendance, and conduct
- Participate in employee relations matters including investigations, disciplinary actions, grievance response, and corrective action in alignment with labor agreements and company policy
- Support a positive employee experience while maintaining consistent application of policies and labor agreements
Labor Relations (Union Workforce)
- Support the primary labor relations partner for the site in collaboration with HR leadership
- Daily administration and interpretation of contract language with the workforce and site leaders.
- Provides guidance to HR Operations regarding local implementation employee and labor relationship matters.
- Coaches and advises site leaders on labor relations and operational efficiencies within the confines of the contracts and labor laws.
- Company representative towards Labor Authorities.
- Ensure compliance with collective bargaining agreements (CBAs)
- Support grievance handling, step meetings, and resolution in partnership with site leadership
- Support in preparing leaders for labor discussions, contract administration, and employee communications
- Support union negotiations, preparation of proposals, costing support, and implementation of negotiated changes
- Support strikes and holds responsibility to communicate strategies, expectations, and guidance to the Company.
Talent Management – Skills & Learning and Talent Acquisition
- Partner with the Sr. HR/LR Generalist and Diamond business leadership to execute site-level talent management strategies focused on skills, capability, and workforce readiness
- Support skills assessment, qualification tracking, and role-based competency development for hourly and salaried roles
- Support the coordination and deliver learning initiatives specific to Diamond business needs, including:
- Technical and operational skills development
- Leadership and supervisor capability building
- Partner with Dow corporate Learning & Development teams to localize and implement
- Support succession planning and internal talent pipelines for critical roles
- Support local talent sourcing strategies to meet site workforce needs, including supporting local recruiting events, job fairs, and community outreach initiatives
- Partner with Talent Acquisition to fill hourly, skilled trades, and salaried roles
Contractor Workforce Management
- Serve as the HR point of contact for contractor workforce management at the sites.
- Maintain contractor rosters, role clarity, and workforce data in alignment with site and corporate requirements
- Support HR Leadership, Procurement, Operations, and site leadership to:
- Monitor contractor utilization and cost
- Ensure appropriate role scope and classification
- Support evaluation and execution of contractor-to-employee conversions, including business case development, selection processes, and onboarding
- Ensure consistent application of contractor policies and site expectations
Required Qualifications
- A minimum of a bachelor’s degree or relevant military experience at or above a U.S. E5 or Canadian Petty Officer 2nd Class or Sergeant ranking
- 2+ years of HR experience in an operational or site-based environment
- Knowledge of U.S. employment and labor laws
- Willingness and ability to partner effectively with leaders and employees
- Gulf Coast working experience

- A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position.
Preferred Qualifications
- Degree discipline in Human Resources, Business, Labor Relations, related field or equivalent experience
- Experience supporting a unionized workforce and administering CBAs, including grievance handling and contract negotiations
- Experience in manufacturing, chemical, energy, infrastructure, or industrial operations
- Contractor workforce management experience
Skills
- Employee Relations Participation: Support investigations, disciplinary actions, and grievance responses by following established procedures and guidance
- HR Policy Application: Apply HR policies and procedures to routine employee situations related to attendance, performance, and conduct
- Labor Relations Exposure: Assist with daily administration of CBAs and help respond to basic contract-related questions from leaders and employees
- Site HR Team Support: Work collaboratively within the HR team to address day-to-day HR needs across union and non-union populations.
- Workplace Communication: Exchange clear, straightforward information with employees and leaders and ask questions to ensure understanding
- Learning & Skills Support: Assist with skills tracking, qualification documentation, and coordination of site training activities
- Hiring & Outreach Assistance:Support recruiting activities, job fairs, and local outreach efforts in partnership with Talent Acquisition
- Contractor Administration: Maintain contractor rosters and workforce data and help ensure contractor policies are applied consistently
