Role Objective:
The Project Controls Manager is responsible for the effective planning, monitoring, forecasting, and reporting of costs, schedule, risks, and performance across the entire project lifecycle. This role directly supports the Project Director and ensures alignment with the Owner’s Cost Specification, CPM requirements, governance, and reporting procedures.
Key Responsibilities:
Develop, implement, and maintain robust project controls processes and tools for cost management, budgeting, forecasting, schedule integration, and risk management, in accordance with the Owner’s specifications and approved Project Execution Plan (PEP).
Coordinate the cost reporting structure (OneWBS and Cost Report), ensure its alignment with procurement, contracts, and schedule deliverables, and maintain traceability of all changes and progress versus baseline.
Administer earned value management (EVM) processes: validate data from Specialty Package Contractors, integrate cost and schedule performance, prepare variance analysis, and present detailed reporting on cost, schedule, contingency, and package-by-package performance at monthly intervals.
Review, verify, and recommend Specialty Package Contractors’ payment applications and progress claims according to substantiation and schedule progress.
Maintain and track the Project Contingency and Change Order logs, mapping all changes in scope and resulting impacts in accordance with the Owner’s End to End Risk and Change Management Process (E2E Workflow).
Support ongoing and ad hoc project reporting requirements, including weekly and monthly status reports, look-ahead forecasts, cash flow analyses, risk registers, trend analysis, and project dashboard updates.
Implement and maintain the processes for collection, validation, and integration of data for cost, schedule, spend, forecasting, and earned value in alignment with Owner’s systems (including Quickbase, eBuilder, etc.).
Coordinate and facilitate risk and opportunity management: maintain a live, current risk register; organize bi-weekly risk reviews and monthly reporting; lead proactive mitigation and support value engineering.
Manage interface with the Owner, internal teams, and external contractors for all project controls matters. Provide input and support for dispute resolution, contract settlement, and claims defense.
Assure compliance with all Owner requirements on data integrity, structure, coding, and reporting standards. Administer the controls component of the Project Execution Plan, and update as needed.
Provide training and oversight to site-based cost control staff, and coordinate closely with the Scheduler, QA, and Commercial teams to ensure comprehensive integration of project performance data.
Serve as Key Personnel; replacement or changes require prior written Owner approval.
Required Qualifications & Core Competencies:
Significant experience in project controls management for large-scale construction or hyperscale infrastructure programs, with proven expertise in both cost and schedule integration functions.
High proficiency in project controls software (Oracle Primavera P6, cost management tools, EVM systems) and advanced knowledge of WBS structures, cash flow management, and schedule analytics.
Advanced skills in earned value management, risk and change management, forecasting, and reporting.
Strong analytical, organizational, and communication skills, with attention to data integrity and auditability.
Experience supporting claims, contract disputes, and risk mitigation strategies.
Demonstrated ability to coordinate across multidisciplinary teams and communicate performance insights to senior management.
Fluent in English; French language skills are advantageous for Paris-based project execution.
