Description

The Oklahoma Historical Society (OHS) is an agency of the State of Oklahoma and a private membership organization governed by a Board of Directors.

The mission of the Oklahoma Historical Society is to collect, preserve, and share the history and culture of the state of Oklahoma and its people. The OHS was founded on May 27, 1893, by members of the Territorial Press Association. In 1918 the OHS was relocated to the State Capitol, and in 1930 moved to the Wiley Post building. In 2005 came the opening of the Oklahoma History Center in Oklahoma City. Over the years the OHS has developed numerous collections, programs, research centers, museums, historic homes, and military sites across the state.

About the Role

The Human Resources Specialist will report to the Human Resources Director located at the Oklahoma History Center in Oklahoma City. The Human Resources Specialist provides support to the Human Resources Director for all agency human resources functions, ensuring compliance with the Oklahoma Personnel Act, Civil Service Rules, and applicable federal and state employment laws. This position helps to develop and administer HR policies and procedures; is the primary recruitment specialist in Workday; supports payroll coordination; and supports employee relations. The role promotes a fair, consistent, and legally compliant work environment while supporting the agency’s mission and collaborating with internal and external stakeholders.

Responsibilities

•      Supports the development and implementation of uniform human resources management policies and procedures

• Supports the establishment of policies and standards within federal and state regulations and guidelines.

• Maintains and updates agency policies.

•       Supports in investigations and resolves highly sensitive and confidential administrative and human resources problems; confers with agency officials, legal counsel and others in resolving legal actions.

  • Responsible for agency recruiting in Workday

    • Posting jobs, scheduling interviews, interviewing and investigative techniques

    • Completing background checks.

  • Supports implementing and auditing payroll

    • Works with Finance division as well as OMES ABS on payroll

•       Supports the Human Resources Director in the provisions of the Fair Labor Standards Act: administration of leave, worker’s compensation, insurance, retirement, and employee benefits programs

•       Assists staff in conflict resolution, PMPs, improvement plans, progressive discipline, recruiting, and separation

• Conducts internal investigations under the direction of the Human Resources Director

•       Supports with advising agency managers, directors, employees, and others concerning provisions of the Oklahoma Personnel Act and the Civil Service Rules.

•       May participate in top level management meetings involving the formulation and implementation of programs and policies in regard to personnel issues.

•       Represents the agency before employee groups, other state agencies and other organizations

•       Serves on special committees or boards as required.

  • Supports agency monthly onboarding training for new hires

  • Coordinates with agency staff during open enrollment for benefits

Knowledge, Skills, Abilities, and Competencies

 

•       Maintain strict confidentiality

•       Human resources management policies and procedures

•       Oklahoma Personnel Act and the Civil Service Rules for Personnel Administration

•       Appropriate federal laws and regulations concerning employment practices

•       Affirmative action and equal opportunity guidelines and procedures

•       Personnel administration, including conflict resolution

  • Familiarity with State Employee Dispute Resolution Program (SEDRP)

  • Interpret, analyze and resolve administrative and personnel problems

  • Structure and functions of governmental organizations

  • Employee Assistance Program (EAP)

•       Business communications

•       Some knowledge of legislative process

•       Onboarding and offboarding employees

•       Knowledge of state benefit plans, retirement options, etc.

•       Knowledge and experience with Workday.

  • Strong communication skills, both orally and in writing

  • Organize and conduct several projects simultaneously

  • Analyze complex situations and adopt an appropriate course of action.

  • Maintain HR certifications and stay up to date with trends, laws, and field specific updates

 

 

Education and Experience

A bachelor's degree and three years of professional experience in human resources management are required or a master’s degree with 2 years of human resources experience.

State of Oklahoma Workday experience is required.

Special Requirements 

Travel 20%. Applicants must be willing and able to fulfill all job-related travel normally associated with this position. Position requires extensive repetitive movements such as typing and sitting for long periods of time.

Salary Range

$70,000-$75,000
