GENERAL PURPOSE
Under general supervision, performs responsible technical and administrative duties in support of District human resources (HR) administration functions, programs, and services including recruitment, selection, employee relations, learning and development, benefits administration, employee engagement and payroll to ensure smooth, efficient operations; provides information and established interpretations of policy and procedures and provisions of collective bargaining agreements to managers, employees and others; serves as first point of contact and an informational resource to applicants and the public; enters, maintains, and extracts accurate employee and applicant information using the District’s HR system of record and other integrated applications; monitors and updates employee records; maintains a variety of confidential and sensitive records, files and documents; performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Human Resources Technician is the first level paraprofessional class in the human resources class series. Employees in this class are responsible for supporting day-to-day operations of HR operations, programs, and services. Employees perform a variety of cross-functional tasks and provide first level contact with employees and the public seeking general information regarding District policies and procedures. Assigned duties require general functional knowledge of assigned areas of human resources and the exercise of independent judgment and initiative, with only occasional instruction or assistance as new or unusual situations arise.
Human Resources Technician is distinguished from specialty Senior Human Resources Technician classes in that employees in the latter classes perform more complex, difficult and responsible duties in their assigned specialties, require greater in-depth knowledge of principles, practices and work processes in their assigned specialty and the exercise more independent decision making.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Oversees front-office activities and performs general technical and administrative duties in support of department operations including greeting, assisting, and responding to District employees and the public with inquiries related to compensation, policies and procedures, interpretation of bargaining agreements, and recruitment, employee relations, employee development and benefits administration policies and practices; provides any required information on department and District standards, timelines, requirements, practices, processes, forms and other activities.
Assists with recruitment and selection processes for employees; posts job announcements, assists in creating requisitions, and collaborates with recruiters to post jobs on media platforms; assists in screening applications for completeness and minimum qualifications; collaborates with Human Resources Recruiters to schedule selection committee meetings, interviews, pre-employment testing, and background checks; generates notices to applicants at various steps in the selection process; coordinates the resolution of scheduling and other problems; responds to applicant questions and concerns.
Assists with onboarding new hires; meets with new employees and verifies pre-employment compliance with conditions of employment; assists with completion of new-hire paperwork; responds to questions from new employees and managers regarding onboarding processes and important dates; files and maintains fingerprint logs for auditing and compliance purposes.
Responds to employment verification requests in accordance with established policy; provides written and oral information in response to requests to external organizations, applying established protocols; prepares, reviews, and mails correspondence and distributes other employee-related information and notifications in a timely manner.
Supports the Internship and Summer Hire Programs with recruitment, onboarding and monitoring of academic performance in compliance with terms of program participation; maintains academic records including class schedules, transcripts and other school documents; verifies grades and number of credits at the end of each semester to confirm compliance with program requirements; tracks and verifies completion of student internship performance evaluations for continued eligibility; performs compensation adjustments for interns with approval from department management.
Collects and compiles information, including statistical and financial data used for special and periodic reports; drafts, formats, word processes, proofreads, edits and prints correspondence, memoranda, calendars, requests, forms, lists, reports, schedules, rosters, and other human resources documents; gathers data for the preparation of a variety of reports; may compile data and prepare reports for management and external regulatory agencies.
Verifies accuracy and processes a wide variety of personnel change forms for employment transactions including new hires, reclassifications, promotions, transfers, terminations, changes in work assignment or work hours, and out-of-class assignments; assists with research and reconciliation required for payroll processing; communicates resolutions with employee and Payroll staff; processes and tracks temporary hourly employees to verify hours worked and shift limits; performs timekeeping corrections with department supervisor approval; maintains physical personnel files and specialized records; ensures employee discipline records are purged in accordance with Collective Bargaining Agreement provisions; reviews and creates new accounts and grants badge access to contingent workers.
Participates in job fairs, open enrollment events, professional development and other department events, including liaison work with other department personnel and event participants; explains benefits, eligibility, programs and procedures; provides print information and information on vendors and third-party providers; assists employees with enrolling in new programs and web service navigation.
Participates in and assists with employee relations functions involving the conduct meetings and investigations and maintenance of proper documentation and records; attends employee relations meetings, notates meeting minutes and uploads notes and related information to appropriate HR applications; may serve as scribe during labor negotiation meetings.
Assists labor relations and benefits with a variety of administrative duties including updating and entering administrative leave time, verifying seniority records, collective bargaining agreement navigation, union dues processing, correspondence required for FMLA leave administration, coordination of random drug testing procedures, and organizing, compiling and distributing information and data; conducts computer searches for and monitors employees’ moving violations and reports findings.
Partners with the HR Systems Administration team to test new processes, systems and applications and for special projects; generates employment reports and records and monitors employee development training expiration dates; creates, updates, and monitors learning modules; participates in system integration activities related to E-learning; provides technical assistance, feedback and recommendations during development and testing of system interfaces and compatibility.
Provides timely operational, technical, and functional information to immediate supervisor, other managers and employees; explains policies, regulations, and systems including labor agreement impacts; receives and responds to requests for information, recommends appropriate courses of action and makes appropriate referrals in unusual and complex circumstances; communicates and coordinates with departments on related HR matters.
Develops, updates and maintains Human Resources forms and documents; assists with maintaining and updating the Human Resources department and employment web pages; studies and recommends process, procedure and workflow improvements to increase task efficiency and accuracy; drafts and updates policies and standard operating procedures as directed.
Participates in department cross-training programs and activities to provide all department staff with a broad understanding of labor relations and human resources principles, applicable legal and regulatory requirements, as well as department programs and services; may also participate in developing and conducting parts of these programs and activities as they relate to assigned work.
OTHER DUTIES
Provides a variety of administrative support for the department including managing calendars, reserving rooms, vehicles and equipment for meetings, and procuring provisions for meetings; receives, sorts, and distributes external and interoffice mail; reviews and enters invoices for payment; processes department purchase orders; initiates facility and IT work orders; provides training on processes and operations to other technicians and lower-level employees.
Provides backup for other Human Resources department staff in carrying out their roles and responsibilities.
Assumes Department Safety Personnel role in the absence of assigned staff.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Standard principles, practices, techniques and terminology of public human resources administration, including recruitment and selection, classification and compensation, employee and labor management relations, benefits administration, employee learning and development, performance evaluation and discipline at a level necessary for assigned responsibilities; functionalities and operations of business systems commonly used in support of human resources programs and operations; uses and operations of standard business software including word processing, spreadsheet, presentation and database administration; record keeping techniques and District records retention and document management policies and processes; federal, state and other applicable laws and regulations, including Internal Revenue Service Regulations, and District policies and procedures governing human resources operations, policies, procedures and practices; statistical and administrative research procedures and technology tools applicable to assigned levels of responsibility; practices and techniques of sound business communication; correct English usage, including spelling, grammar and punctuation; District human resources policies and labor contract provisions applicable to assigned areas of responsibility.

Training and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from high school or GED program and three years of increasingly responsible experience in human resources administration; or an equivalent combination of training and experience.
Experience in a governmental utility or public agency is highly desirable. Completion of Human Resources and labor management relations related courses is desired and may be substituted for a portion of the required experience.
Experience in the uses of Workday and its various modules, particularly involving the maintenance of employee records, benefits administration and payroll, or other similar human resources systems and applications, preferably in a government utility or public agency, is highly desirable.
Licenses; Certificates; Special Requirements:
A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.
Public Sector HR Association (PSHRA) or Society for Human Resource Management (SHRM) certifications in human resources management are highly desirable.
