Job Title: Project Manager

Work Location: Guam

Labor Category: Full-Time / Exempt 

Pay Rate: $170,000 - $220,000


 

About the Role 

The primary purpose of this role is to lead the contract through full lifecycle management, with overall responsibility for the execution, performance, and administration of the maintenance services contract.

 

What You'll Be Doing

  • Provide full lifecycle (cradle-to-grave) management and oversight of the contract.
  • Develop and implement program evaluation protocols to drive performance assessment and continuous improvement.
  • Oversee all financial activities, including budgeting, cost control, and profitability to ensure optimal performance.
  • Manage contract modifications and support negotiations.
  • Partner with supervisors and technical leads to understand customer requirements and ensure successful project execution.
  • Lead workforce management efforts, including supervision, performance management, and staffing oversight.
  • Establish and monitor performance goals and deadlines aligned with company and customer objectives.
  • Ensure compliance with all contract requirements, company policies, and government regulations, including quality and safety standards.
  • Build and maintain strong customer relationships while promoting service excellence and continuous improvement.
  • Serve as the primary liaison between the company and government stakeholders.
  • Approve budgets, direct contract changes, and resolve operational and performance issues.
  • Maintain knowledge of business systems supporting contract execution and assist with implementation of new systems.
  • Provide guidance to cross-functional teams, including Finance, HR, IT, Training, and Procurement.
  • Deliver briefings and participate in internal and external stakeholder engagements.
  • Support business development initiatives as needed.
  • Ensure maintenance equipment and tools are properly maintained and operational.
  • Deliver consistent, high-quality service and complete required training within established timelines.
  • Perform all duties safely and take on additional responsibilities as assigned.

 

What We're Looking For

  • Minimum of 5 years of experience in base support or facilities management, managing contracts of similar size, scope, and complexity.
  • Strong knowledge of applicable maintenance codes and industry standards.
  • Ability to obtain and maintain a government-issued Common Access Card (CAC) and access to government installations.
  • Proficiency in work management systems (e.g., Maximo) and Microsoft Office Suite (Word, Excel, PowerPoint, Project).
  • Strong written and verbal communication skills in English.
  • Excellent organizational, time management, and analytical abilities.
  • Proven ability to manage complex administrative and contractual requirements in a fast-paced, deadline-driven environment.
  • Strong interpersonal and customer service skills, with the ability to work independently and collaboratively.
  • Adaptability and flexibility in managing changing priorities.
  • Knowledge of workplace safety standards, occupational hazards, and safe work practices.
  • Physically capable of performing job duties, including lifting up to 60 pounds.
  • Ability to work outdoors in varied weather conditions.
  • Willingness to work extended hours, weekends, holidays, and on-call schedules as needed.
  • Valid driver’s license with a clean driving record in accordance with company policy.
US Pay Range
$170,000$220,000 USD
