The Human Resources Policy, Qualifications/Salary Administration and Performance group is looking for a highly motivated individual to serve as a Lead Human Resources Technician for our group. This group works at a fast pace to meet multiple deadlines with a high degree of accuracy. The primary purpose of these positions is to serve as a Lead Human Resources Technicians in the areas of qualification and salary administration. This position is responsible for reviewing applications to determine qualification status of applicants, as well as reviewing hiring packages to ensure compliance with merit-based hiring practices. This position will review salary recommendations to ensure compliance with salary administration policies. This position also serves as a BEACON agency approver for PA actions. This position will work with NCDOT unit staff in interpreting and applying personnel and departmental policies to address issues regarding hiring packages or actions. We are seeking individuals that have substantial experience in applying Merit Based Hiring for screening purposes as well as applying salary administration policies to determine qualifying salaries.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC09 $41,206 - $72,113

Management prefers applicants with the following:

  • Experience using an applicant tracking system to screen job applications for minimal qualifications
  • Experience using Fiori/BEACON to enter, review and/or retrieve employee data
  • Experience applying OSHR salary administration policies
  • Experience running BOBJ reports in Fiori/BEACON
  • Experience providing direct customer service to job applicants

Minimum Education and Experience

Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 2 years of experience required; or 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
