Northrop Grumman Aeronautics Systems is seeking a motivated and execution-oriented Program Manager 3 to join our team of qualified, diverse individuals in San Diego, CA.

The ideal candidate thrives on shaping and developing high-value strategy and execution of multiple projects for a complex program, orchestrating proposal activities to achieve organization goals that align with customer’s strategic objectives while ensuring successful program execution. The candidate should be a self-starter with familiarity working in an Integrated Product Team construct.

Roles and Responsibilities will include:

  • Manage cost, schedule, and technical performance across multiple development projects.

  • Develop, maintain, and monitor master plans, roadmaps, and milestone schedules; ensure adherence and take corrective actions as needed.

  • Establish and manage budget baselines, including application of Earned Value Management (EVM) methodologies and tools when required.

  • Identify program problems and implement solutions, including resource reallocation or contractual changes.

  • Conduct thorough risk and opportunity management: identify, mitigate, track, and realize opportunities and mitigations.

  • Lead issue resolution and decision-making to closure, balancing competing perspectives, constraints, stakeholder priorities, and strategic objectives.

  • Act as primary customer contact for program activities; plan and lead program review sessions with customers and senior leadership to address cost, schedule, and technical performance.

  • Build and sustain an effective, engaged, and integrated team in a complex, geographically dispersed, partner-rich environment.

  • Direct and align subcontractors and suppliers to common program objectives and performance expectations.

  • Identify, allocate, and manage program resources, including workforce planning and assignment of responsibilities.

  • Identify, distribute, track, and facilitate completion of program requirements and deliverables.

  • Support capture management and pursuit of new business: lead capture planning, long-term strategic planning, and development of proposals and business plans.

  • Lead proposal preparation and support contract negotiations and contract change activities.

  • Cultivate customer relationships to deepen engagement and develop further opportunities within the customer community.

  • Deliver presentations to customers, executives, management, and other program stakeholders to communicate status, risks, and decisions.


The selected candidate will be required to work full-time, on-site at our facility. There is no remote / hybrid / telework available for this position. Travel up to 25% may be required.

Basic Qualifications:

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below:

  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.

  • Ability to effectively interact with the customer, program management, business unit and supply base executives and functional management.

  • 3 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

  • Must have an active U.S. Government Top Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).

  • Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determined by the company.

  • This SAP/PAR must be obtained prior to commencement of employment.


Preferred Qualifications:

  • Current applicable Special Access Program (SAP) clearance.

  • 2 years’ experience in profit & loss (P&L) program management on a DoD program.

  • Risk and opportunity management experience.

  • 5 years in program or project management roles.

  • Proposal management experience.

  • Control Account Manager (CAM) Certification.

  • 4 or more years of experience as a CAM.

  • Long term strategy development experience.


 

Primary Level Salary Range: $193,000.00 - $289,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
