Join us as a BPR Business Analyst and become the architect of change within the Joint Transportation Management System. Your role will involve analyzing current processes, designing future-state solutions, and ensuring seamless implementation. The BPR Business Analyst Senior will play a critical role in the analysis, design, and implementation of business processes within the Joint Transportation Management System (JTMS). This role requires deep expertise in business process reengineering (BPR), data management, and systems engineering. The BPR Business Analyst Senior will collaborate with stakeholders, analyze existing processes, design To-Be processes, and ensure the successful implementation of these processes within the JTMS framework.


Responsibilities:

  • Conduct analysis to validate business processes, data requirements, business rules, and dependencies

  • Perform analysis on business or systems processes to identify opportunities for process automation, improvement, and increased efficiency and auditability

  • Work closely with the BPR team members to develop To-Be process models and documentation

  • Collaborate with stakeholders, including USTRANSCOM, JDDE, and other JTMS contractors, to gather and validate business requirements

  • Provide DoW subject matter expertise in the development of enterprise level logistic system design, ensuring the functionality meets the operational needs of all stakeholders

  • Research and identify DOTmLPF-P impacts and recommendations 

  • Validate user roles and access for each business process and develop role specific scenarios and acceptance criteria

  • Support team members in research, use case development, demo development, detailed functional and system requirements decomposition, and various other analyses, documentation or research tasks

  • Support the Agile Product Teams with implementation of reengineered processes

  • Collaborate with program teams to translate requirements into SAFe features, user stories, acceptance criteria, and test scenarios

  • Collaborate with policy, audit readiness, and data governance teams to ensure future-state processes incorporate requirements for traceability, internal controls, and enterprise visibility


Qualifications:

Required: 

  • Bachelor’s Degree in Transportation & Logistics, Mathematics, Statistics, Business, Law, Computer Science, Engineering, Physical/Applied Sciences or management discipline such as Business Administration, Accounting, Finance, Economics or Management Information Technology

  • 5+ years general experience in Business Analysis, Data Analysis, Statistical Analysis, Problem Solving, and Business Process Reengineering experience or in a related area

  • 4+ year business system functional experience within USTRANSCOM Operations and DoD Transportation Systems

  • Experience with DoDAF process maps

  • Ability to work as a team member in a diverse group to include government and military personnel

  • Strong analytical, communication (oral and written), and problem-solving and organizational skills with the ability to work independently and manage multiple tasks and priorities

  • High attention to detail, particularly with documentation and reporting

  • Willingness to learn and adapt to new technologies and methodologies

  • US Citizen with ability to successfully pass Tier 1 investigation



Desired:

  • Current, active Secret security clearance.

  • Applied knowledge and understanding of USTRANSCOM’s mission and the Joint Deployment and Distribution Enterprise (JDDE), including the ‘Great 8’ Stakeholders (e.g., Army, Navy, Air Force, USMC, USCG, DLA, DCMA and DFAS) and 4th Component (Commercial Transportation Service Providers (TSPs))

  • Applied knowledge of, and experience with, the USTRANSCOM Lines of Operation (LOOs) related to CONUS Freight, Sealift, Airlift, and OCONUS Freight as invoked for integrated multi-model operations

  • Military Logistics experience

  • Applied knowledge of, and experience with, the USTRANSCOM Plan, Order, Ship, Track, -Pay (POST-P) lifecycle for movement requirements

  • Applied knowledge of DOTmLPF-P related to identification of essential change impacts that new materiel solutions have on Doctrine, Organization, Training, Leadership, Personnel, Facilities, and Policy

  • Applied knowledge of ERP Implementations within the Department of Defense (DoD).

  • Functional experience within USTRANSCOM Operations and DoW Transportation Systems

  • General knowledge of Defense Transportation System regulations and the DOTMLPF-P framework

  • Track record of successful large-scale system transformations or modernization efforts

  • General knowledge of SAP and ERP

  • Familiarity with Agile methodologies
