Position Overview
The HSSE Officer (Health, Safety, Security, and Environment Officer) assists the HSE Manager in implementing and maintaining comprehensive health, safety, security, and environmental programs across facilities operations. This role supports compliance with regulatory requirements, conducts safety inspections, facilitates training, investigates incidents, and promotes a strong safety culture to protect employees, contractors, visitors, and assets.
Key Responsibilities
Safety Inspections and Audits
Conduct regular workplace safety inspections identifying hazards, unsafe conditions, and non-compliance issues across facility sites. Perform safety audits of work activities, equipment, and contractor operations verifying adherence to safety standards and procedures. Inspect personal protective equipment ensuring proper use, condition, and availability. Review work permits including hot work, confined space entry, and lockout/tagout authorizing safe work execution. Document inspection findings with photographs and detailed notes in HSE management systems. Track corrective actions ensuring timely closure of identified safety deficiencies. Support internal and external HSE audits by preparing documentation and coordinating site visits.
Incident Investigation and Reporting
Respond to workplace incidents including injuries, near misses, property damage, and environmental releases. Conduct incident investigations gathering facts, interviewing witnesses, and identifying root causes. Document incidents in HSE management systems ensuring accurate, complete records for regulatory reporting and trend analysis. Prepare incident investigation reports with findings, root causes, and corrective action recommendations. Track incident metrics including recordable injuries, lost time incidents, and near miss frequencies. Coordinate incident reporting to regulatory agencies per jurisdictional requirements. Follow up on corrective actions verifying implementation and effectiveness in preventing recurrence.
Training Coordination and Delivery
Schedule and coordinate HSE training programs including new hire safety orientation, regulatory compliance training, and job-specific safety instruction. Deliver safety training sessions on topics including hazard recognition, PPE usage, emergency response, and safe work procedures. Maintain training records tracking completion, certifications, and recertification requirements for employees and contractors. Develop training materials including presentations, handouts, and safety bulletins. Coordinate specialized training with external providers for topics requiring technical expertise. Verify contractor safety training compliance before site access authorization. Assess training effectiveness through observations, feedback, and incident trends.
Regulatory Compliance Support
Assist with maintaining compliance with OSHA regulations, environmental laws, and local safety codes applicable to facility operations. Maintain required HSE documentation including OSHA logs, safety data sheets, emergency action plans, and inspection records. Support regulatory inspections providing requested documentation and coordinating site access. Track regulatory reporting deadlines ensuring timely submission of required reports. Monitor regulatory changes and communicate impacts to HSE Manager and operations teams. Maintain permits and licenses required for facility operations including environmental permits and hazardous materials authorizations.
Contractor Safety Management
Verify contractor safety compliance including insurance certificates, safety programs, and training records before site mobilization. Conduct contractor safety orientations covering site-specific hazards, emergency procedures, and safety requirements. Monitor contractor work activities ensuring adherence to safety standards and approved work methods. Coordinate contractor safety meetings addressing project hazards and control measures. Review contractor safety documentation including JSAs, permits, and inspection records. Address contractor safety violations through stop work authority and escalation to HSE Manager. Track contractor safety performance including incidents and near misses.
Emergency Preparedness
Maintain emergency response plans including evacuation procedures, emergency contact lists, and response protocols. Coordinate emergency drills including fire drills, evacuation exercises, and severe weather scenarios. Inspect emergency equipment including fire extinguishers, first aid supplies, AEDs, eyewash stations, and emergency lighting. Maintain emergency assembly point signage and evacuation route maps. Support emergency response during actual events coordinating with emergency services and implementing response plans. Document emergency drills and actual events with lessons learned and improvement recommendations.
HSE Program Administration
Maintain HSE management systems ensuring data accuracy and current information. Update HSE policies, procedures, and safe work instructions based on regulatory changes or operational needs. Prepare HSE reports for management including safety metrics, compliance status, and program performance. Coordinate HSE committee meetings preparing agendas, taking minutes, and tracking action items. Maintain HSE bulletin boards and communication channels with current safety information. Manage HSE document control ensuring current versions accessible to employees. Support HSE budget tracking monitoring expenditures for training, equipment, and program activities.
Hazard Communication and Risk Assessment
Maintain safety data sheet library ensuring SDS availability for all chemicals used on site. Conduct workplace hazard assessments identifying risks and recommending control measures. Support job safety analysis development for high-risk activities. Review chemical inventories ensuring proper labeling, storage, and hazard communication. Coordinate hazardous waste management activities ensuring compliant handling, storage, and disposal. Assess risks associated with new equipment, processes, or activities before implementation.
Safety Culture Promotion
Promote positive safety culture through visible leadership, communication, and employee engagement. Recognize safe behaviors and positive safety contributions through recognition programs. Develop safety campaigns and initiatives addressing identified risks or compliance topics. Distribute safety communications including toolbox talks, safety alerts, and lessons learned. Engage employees in safety improvement through suggestion programs and participation opportunities. Support behavioral safety observation programs encouraging peer-to-peer safety accountability.
Environmental Compliance Support
Monitor environmental compliance including waste management, stormwater management, and pollution prevention. Conduct environmental inspections of waste storage areas, spill containment, and discharge points. Coordinate hazardous and non-hazardous waste disposal with approved vendors. Respond to environmental incidents including spills and releases implementing containment and cleanup. Maintain environmental records including waste manifests and inspection logs. Support sustainability initiatives including recycling programs and resource conservation.
