The hiring range for this position is $66,245 - $82,806/annually

OVERVIEW OF JOB: 

The Data Analyst within the Crisis Intervention Programs at the City of Aurora aids in data collection, analysis, staffing, and deployment of personnel This role operates in an environment of high demand, performing analysis duties and developing analysis products in support of the City of Aurora Crisis Intervention Programs, the Aurora Mobile Response Team, Aurora Police Department’s Crisis Response Team and the Targeted Violence Prevention Program. This position will focus on compiling calls for service that contain a behavioral health or targeted violence nexus and identifying trends, hotspots, program high utilizers, and other relevant programmatic needs within the City of Aurora. 

 

PRIMARY DUTIES & RESPONSIBILITES: 

 

  • Use a variety of computer applications, electronic spreadsheets, mapping software, word processing, and statistical applications to conduct tactical program analysis.  

  • Identify and collect data factors using a variety of police reports to track behavioral health/ targeted violence, identify patterns, forecast trends, and report actionable findings that inform resource deployment 

  • Query public safety databases (RMS, NCIC/CCIC, Accurint, Lumen, Linx, etc.) to collect, analyze, interpret, evaluate, and disseminate crime, arrest, intelligence, operational, and procedural data using modern data and program analysis techniques 

  • Conduct analysis relating to modus operandi, spatial, temporal, and statistical factors.  

  • Correlate new information with existing information to identify emerging, evolving, or existing patterns, series, and hotspot activity.  

  • Attend weekly team meetings to receive and provide relevant programmatic information and present data updates to the team. 

  • Prepare real-time program analysis, monthly summaries for council updates, and client workups resulting from research to support Crisis Programs staff care plans; publish and disseminate said materials internally and locally for stakeholder awareness and information exchange purposes.  

  • Monitor behavioral health calls for service activity to determine geographical hot spots, peak hours, program high utilizers, trends, and other performance indicators.   

  • Conduct research and analysis on clients’ histories and other open-source intelligence information. 

  • Compile, create, and present materials used for problem-solving meetings to inform program leadership, police executives, housing and community services leadership, city council and citizens of quarterly program activity. 

  • Prepare PowerPoint presentations, maps, graphs, charts, tables and other illustrative devices that organize and simplify information to help further service provision, investigations, and program development. 

  • Prepare maps, graphs, charts, tables, and other illustrative devices to organize information for presentations and quarterly/ annual reports, by leveraging Power BI and similar applications. 

  • Utilize ArcMAP/ArcPRO to prepare a variety of map products as well as to conduct geospatial analysis on public safety and program-related data. 

  • Initiate contact with other law enforcement agencies and co-responder programs to provide and obtain information about local clients and trends.  

  • Respond to ad hoc requests for information.  

  • Perform additional duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. 

Education: 

  • Bachelor's Degree in statistics, behavioral health fields, criminal justice, criminology, or a directly related field with courses in research, statistics, and analysis 

Experience: 

 

  • At least three (3) years of experience in data analysis, research, or analytic roles, preferably in behavioral health, public safety, or a related field, including a minimum of two (2) years of experience in analytic roles and experience leveraging Microsoft Power Automate or similar applications to streamline workflows and improve operational efficiency. 

 

Preferred Experience: 

  • Three (3) years of experience as a crime researcher or crime analyst working with data related to public safety (law enforcement, court, or corrections) or behavioral health or comparable. 

  • Experience conducting tactical or investigative analysis and compiling statistics. 

  • Experience using ACCESS, SQL, or SSRS to design and build relational database queries. 

  • Familiarity with commonly used law enforcement or public safety software, applications, and databases. 

  • Aptitude for technical skills and technical analysis to troubleshoot technological equipment. 

 
Licenses and Certifications Required:   

 

  • Valid Colorado driver’s license and ability to operate a city vehicle, or otherwise demonstrate ability to meet the transportation requirements of the position 

 

Licenses and Certifications Preferred:   

  • NCIC/CCIC certification preferred 

 

Knowledge: 

  • Knowledge of analytical skills and techniques used for crime analysis or public safety functions. 

  • Knowledge of Microsoft Office programs and relational databases, specifically Microsoft Power Automate or similar applications needed to troubleshoot connections in Case Management systems. 

  • Knowledge of mapping software, intelligence applications, and open-source sites used to identify pertinent information and conduct analysis. 

  • Knowledge of behavioral health field/ performance indicators, co-responder programs, crime analysis, and criminal justice functions as related to police department practices and procedures is preferred but not required. 

Abilities: 

  • Able to establish and maintain working relationships with others in law enforcement and intelligence communities, City of Aurora employees and the community. 

  • Ability to proactively and independently learn new software, databases, and analytical techniques. 

  • Able to maintain confidentiality. 

  • Able to communicate effectively both orally and in writing; accurately analyze data; and make clear, concise and actionable presentations or graphics. 

  • Able to uphold inter and intradepartmental practices, standards and policies. 

  • Ability to pass a thorough background investigation and obtain a Secret security clearance due to handling of sensitive information in relation to the Targeted Violence Prevention Program.  

Skills:  

  • Technical skills and experience related to the use of data, relational databases, software, and technical troubleshooting. 

  • Skilled using strategies of organization, multitasking and prioritization to quickly assess, analyze and contend with a variety of situations. 

  • Skilled in conducting analysis, compiling statistics and presenting findings. 

  • Skilled in the use of personal computers, law enforcement related databases, software programs and applications. 

  • Applies critical thinking skills, maintains attention to detail and is adaptive when new information is presented. 

WORKING CONDITIONS: 

Essential Personnel:  

  • When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.
