Description of Work

You must apply by 11:59 PM prior to the posted closing date.The purpose of the position is to manage the Traffic Safety Unit within Transportation Mobility and Safety Division. This position oversees all functions provided by the Traffic Safety Systems Section, the Field Operations Section, and the Traffic Survey Group. This position oversees the Unit personnel management, manages the Unit's administrative budget, and oversees strategic plans, business plans, and work plans of the Traffic Safety Unit. This position is ultimately responsible for the quality and content and consistency of all work products in the Traffic Safety Unit, ensuring Departmental compliance and providing necessary managerial and technical leadership to ensure timely delivery of federally and state mandated safety programs and initiatives. The State Traffic Safety Engineer reports to the Deputy State Traffic Engineer for Safety and the position is centrally based in Garner, NC.
Program delivery areas include Highway Safety Improvement Program (HSIP), spot safety, spot mobility, fatal crash, traffic ordinance, STIP, Safety Data Systems, project development and delivery, and the Traffic Monitoring Program. Candidate will ensure delivery of NCDOT transportation safety projects, initiatives and programs and must have familiarity with highway safety countermeasures and treatments. Participation in and/or leading committees or task forces to develop new or modify existing policies, procedures or guidelines (statewide and nationally) and understanding and interpreting emerging standards, research and technology in order to deliver Unit and Department goals. Organizational awareness and sensitivity and communicating complex information in a variety of settings are expected. Position will interact with NCDOT Division and Central Office Units, Federal Highway Administration, private engineering firm partners, local agencies, GHSP, and public and nonprofit safety advocate groups.
Applicants with Registration as a Professional Engineer in the State of North Carolina are preferred.
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC25 $89,596.00-$201,593.00
Management prefers applicants with the following:
- Knowledge of professional engineering theory, techniques, practices and procedures in traffic safety and operations
- Experience supervising and managing engineering and technical employees, contractors, and/or consultants
- Experience providing management for recruitment, selection, development, coaching, counseling, discipling, and evaluation of employees
- Demonstrated ability to develop plans to accomplish work operations and long-range goals and objectives; and develop strategies to meet short-range objectives of work; and technically oversee all services and aspects of transportation safety
- Knowledge of state and federal rules and regulations governing the mobility and safety programs; as well as agency practices, procedures, and principles
Minimum Education and Experience

Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience.
Necessary Special Qualifications
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
