Job Description

 

Job Summary:

 

This position provides technical and transactional human resources support for Saint Paul College by administering recruitment, onboarding, leave, and separation processes; maintaining employee data in HR information systems; and ensuring compliance with collective bargaining agreements, personnel plans, and state and federal requirements. The HR Technician plays a key operational role in supporting employee leave administration by processing leave transactions, maintaining accurate leave records, coordinating documentation and timelines, and ensuring proper system entry and tracking for all leave types, including FMLA, Minnesota Paid Leave (MPL), and other contractual leaves. This work is performed in close partnership with the Director of HR Operations and requires a high level of accuracy, confidentiality, and adherence to regulatory and contractual requirements. In addition, the HR Technician supports HR Business Partners and campus leaders by processing personnel actions, tracking recruitment and onboarding activities, supporting offboarding workflows, and maintaining the accuracy and integrity of employee records across multiple systems. By ensuring accuracy, timeliness, and compliance in HR transactions, data management, and employee lifecycle processes, this position supports the mission of the HR Department and Saint Paul College in attracting, onboarding, supporting, and retaining a high-quality workforce.

 

Job Duties:

 

  • Recruitment Transactions & Onboarding Support for All Searches
  • Support Leave Administration and Related Transactions in Partnership with Director of HR Operations.
  • Manage HR Information Systems and Separation Transactions
  • Data Reconciliation, Reporting, and Compliance Monitoring
  • Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.

 

 

Salary Range:

 

The salary range for this position is $22.33 - $31.44 hourly.

 

 

Minimum Qualifications

 

  • Ability to work with a variety of software programs such as Microsoft Word, Excel and Outlook sufficient to independently create and manage documents, files and spreadsheets.
  • Ability to perform simple mathematical calculations sufficient to correctly determine salaries, special payments and seniority dates.
  • Demonstrated organizational skills showing the ability to prioritize work, independently initiate actions to meet deadlines, establish and maintain record keeping systems and complete all aspects of complex assignments under minimal supervision.
  • Professional customer service and communication skills sufficient to provide prompt, courteous and accurate information to customers on the phone or through written correspondence and maintain effective relationships with all customers.
  • Experience working in a public sector, higher education, or nonprofit environment and demonstrated ability to work effectively with diverse populations.

 

 

Preferred Qualification 

 

  • Knowledge and experience working with an HRIS system.
  • Basic knowledge of Federal and MN employment laws and MN personnel laws and rules sufficient to research & answer basic question.
  • Knowledge of MN Data Practices Act sufficient to describe the differences in public and private information.
  • Basic understanding of the contract provisions for MSCF, AFSCME, MAPE, MMA, Commissioner’s Plan, MnSCU Personnel Plan and Managerial Plan.
