What this job involves
Our Project & Development Services (PDS) business line has a key role in managing the National Program Service (NPS) Package for the Defence Estate Works Program (EWP). The Program Manager GSL will be responsible for managing the program of projects within their assigned Geographic Service Location (GSL). The role requires strong leadership and coordination skills to oversee project delivery, manage stakeholder relationships, and ensure alignment with Defence capability and estate strategic objectives at the regional level.
This is a 12-14 month fixed-term parental cover role
Responsibilities:
· Manage the program of projects within the assigned GSL
· Establish and maintain relationships with key regional stakeholders including SEG leads, Base Managers, Senior ADF Officers, DELM, local Defence policy owners, local Groups & Services leads, user units, and Associated Contractors
· Provide input to the Program Development Director on program development based on detailed understanding of capability and estate strategic objectives in the GSL
· Oversee project delivery and administration of in-flight projects, including assessing phase reports and variations
· Coordinate prioritisation activities for Potential Projects within the GSL
· Support the scheduling of Approved Projects in the Approved EWP
· Manage estate risk and program outcomes at the regional level
· Manage impacts on the EWP within the GSL
· Ensure efficient access to Defence Sites and facilities
· Provide accurate reporting on all aspects of the EWP within the GSL
· Participate in Regional Estate Works Program Forums and other regional governance meetings
· Resolve project issues at the local level with Delivery Agents and stakeholders

· Baseline Clearance (or the ability to obtain this (ie: Australian Citizenship) is mandatory for this position
· A degree in a relevant property-related discipline or a related field
· A minimum of ten (10) years of experience OR a combination of formal education and experience totalling more than twelve (12) years
· Of those years, at least seven (7) must be in roles related to Design, Construction, Project Management, or business management
· Extensive experience in program management roles, including managing large programs consisting of multiple subordinate projects
· Strong knowledge of advanced program control techniques and integration methodologies
· Demonstrated success in aligning program objectives with organisational strategic goals
· Proven leadership in the development and implementation of program-level budgets
· Understanding of the legal environment for each project in respect of planning, commercial aspects and delivery constraints
· Experience managing teams at a state or national level
