1. PATH Overview

At the community and country levels, we partner with governments to provide technical assistance, helping them achieve their goals—strengthening health systems, eliminating deadly diseases, responding to epidemics, and developing and introducing new vaccines, affordable medical devices, and equitable policies.
Since 2012, PATH has collaborated with the government of Mozambique to strengthen health systems, save lives, and help children thrive. By working hand-in-hand with national and subnational institutions to strengthen primary health care (PHC), improve maternal and child health, and expand access to essential services and technologies, PATH supports Mozambique to drive health equity through scalable innovations, systems strengthening, and locally led solutions that improve access, quality, and outcomes across primary health care.
2. Background to the FAST Project
Shifts in the global health financing environment have increased the need for governments to strengthen data driven planning, coordination, and prioritization to sustain essential health services. In response, PATH, with support from Coefficient Giving and GiveWell, developed a program to equip countries with data-driven insights to optimize existing funding and commodity flows for maximum impact, along with strategic planning tools and technical support to improve the effectiveness and alignment of health investments across multiple funding streams.
The first short-term Financial Allocation Strategy Taskforce (FAST) was established and is now operational in the Democratic Republic of Congo (DRC), where it is informing the government and donors about the real-time implications of funding and program cuts as well as providing analytical and strategic support to determine program cost-effectiveness and health revenue streams. Through strong governance and leadership, the FAST has been absorbed into the DRC’s larger health Delivery Unit of the Ministry of Public Health, Hygiene and Social Welfare, where it now forms its analytical backbone to delivering on health outcomes. The Delivery Unit provides data and analytics to support the negotiation and implementation of the USG Memorandum of Understanding (MOU). It is also expected to play a key role in upcoming funding and prioritization processes, including GC8 and Gavi 6.0.
Building from this experience, at the request of the Mozambique Ministry of Health (MISAU), PATH expanded the FAST to support the establishment of a similar analytical and coordination approach in Mozambique. The work will focus on strengthening MISAU’s capacity to support implementation of the USG MOU, translate commitments into cost-effective program operational plans, monitor performance against agreed targets, and improve alignment and tracking across donor financing streams. This effort will be carried out in close collaboration with government counterparts, including the Ministry of Economy and Finance (MEF), with an emphasis on government ownership, sustainability, and integration within existing systems.
3. Position Summary
The Consultant Specialist in Data, Analytics, and Performance Monitoring will provide technical support to the FAST initiative with a focus on strengthening the role of integrated data systems and analytics in routine health sector decision-making, in line with MISAU’s “One Plan, One M&E, One Budget” vision.
The consultant will play a central role in clarifying how health system performance data is currently used—and can be better used—across MISAU structures to support planning, coordination, and performance review processes. This includes engaging with stakeholders across national and subnational levels to understand decision-making dynamics, identifying priority data use cases, and framing how integrated performance monitoring can support actionable decision-making.
This role requires strong capabilities in stakeholder engagement, systems thinking, and translating complex institutional and data environments into practical direction for action. The consultant will work closely with MISAU and partners to ground FAST support in how decisions are actually made, identifying the specific moments where better performance information could improve planning, coordination, and accountability.
The focus of the role is not on designing solutions, but on establishing a clear and shared foundation for action—defining priority use cases, clarifying scope, and surfacing the key constraints and preconditions that must be addressed before moving into design or implementation.
4. Key Duties and Responsibilities
Under the supervision of the FAST Country Lead and in close coordination with PATH technical teams and MISAU counterparts, the consultant will support Phase 1 activities across three main axes:
Axis 1: Stakeholder Engagement and Performance Monitoring Landscape Mapping
- Map key stakeholders involved in performance monitoring, data use, and decision-making across MISAU directorates, provincial teams, and partner organizations
- Document existing and emerging performance monitoring structures, including:
- Performance review forums and governance structures
- Decision roles and responsibilities
- Meeting cadences and review cycles
- Indicators tracked and reporting formats
- Follow-up and accountability mechanisms
- Identify fragmentation, duplication, and unmet needs across data and analytics efforts
- Synthesize stakeholder perspectives on current challenges and opportunities for improving data-informed decision-making
This axis corresponds to foundational requirements discovery and situational analysis of the performance monitoring ecosystem.
Axis 2: Decision-Centered Use Case Definition and Concept Framing
- Identify and prioritize key decision-making use cases where improved performance monitoring could add value
- Ground use cases in real management and planning processes at national and subnational levels
- Translate decision processes into high-level analytic and product needs, without developing detailed technical specifications
- Facilitate alignment discussions with stakeholders to validate priority use cases and scope boundaries
- Develop a high-level concept and MVP framing for performance monitoring focused on decision relevance and prioritization

Axis 3: Roadmap Positioning and Phase 2 Readiness Assessment
- Assess how proposed performance monitoring concepts align with:
- National strategies (e.g., One Plan, One Budget, One M&E)
- Existing data integration and analytics initiatives
- Partner-supported efforts
- Identify preconditions required for further design or piloting, including:
- Data availability and quality
- Governance and institutional ownership
- Coordination mechanisms
- Document risks, dependencies, and key open questions
- Develop recommendations and an indicative scope for a potential next phase of work
This axis supports a structured transition from conceptual framing to potential future implementation phases.
5. Qualifications and Requirements
We are seeking a senior-level professional who combines strong analytical and conceptual thinking with a deep understanding of health system decision-making and institutional dynamics. The ideal candidate will be able to translate complex data and system landscapes into clear, decision-oriented insights that support government leadership and alignment.
Essential qualifications
- Academic background:
- Advanced university degree (Master’s level or higher) in Public Health, Epidemiology, Health Informatics, Data Science, Health Systems, Economics, Public Administration, or a related field
- A Bachelor’s degree combined with substantial relevant professional experience may be considered in lieu of an advanced degree
- Professional experience:
- Minimum of 8–10 years of progressively responsible experience in:
- Health data systems, analytics, or performance monitoring
- Health systems strengthening or public sector decision-support
- Demonstrated experience working with government institutions (preferably MISAU or similar contexts) on:
- Use of data for decision-making
- Performance monitoring and review processes
- Proven experience mapping, analyzing, or improving complex systems involving multiple stakeholders and data flows
- Experience supporting highly matrixed processes involving government, donors, vendors, and partners
- Minimum of 8–10 years of progressively responsible experience in:
- Technical skills:
- Ability to translate high level policy commitments (e.g., integrated data systems and M&E) into operational, costed, and sequenced implementation plans.
- Solid technical expertise in:
- Health information systems and data landscapes
- Performance monitoring frameworks and indicator use
- Data use in routine management and review processes
- Analytics for decision support (conceptual design, not necessarily technical build)
- Experience conducting:
- Stakeholder mapping and qualitative assessments
- Process mapping and systems analysis
- Use-case development or problem framing
- Ability to synthesize findings into clear concept notes, briefs, and strategic framing documents.
- Language, Communication and Interpersonal Skills:
- Fluency in Portuguese is required.
- Professional proficiency in English is required
- Excellent written and oral communication skills.
- Demonstrated experience facilitating multi‑stakeholder coordination, including government counterparts, USG agencies, donors, and implementing partners.
- Proven ability to support government leadership and ownership, ensuring processes are aligned with national priorities and institutional capacities.
- Strong interpersonal skills and the ability to navigate complex political and institutional environments with diplomacy and professionalism.
- Strong autonomy, proactivity and ability to manage multiple priorities in a dynamic environment.

6. Working Conditions
- This position is based in Maputo, Mozambique, with possible occasional local and national travel required (no more than 10%).
- The Consultant will work closely with the PATH FAST team and MISAU’s Planning and Cooperation Directorate. This may require splitting their time working at MISAU and at PATH Maputo offices, based on needs
