JOB TITLE: Head of Chief Controls Office – CIB and Cross Border Controls
LOCATIONS: London / Birmingham / Edinburgh
HOURS: Full-Time

About This Opportunity
Corporate & Institutional Banking (CIB) supports Large Corporate and Institutional clients across the UK and internationally. This pivotal role will work closely with Risk and Control Owners to shape CIB’s first line risk and control agenda, ensuring a robust control environment that supports sustainable business growth within regulatory and risk appetite expectations.
What You’ll Be Doing
As Head of CIB and Cross Border Controls, you’ll lead the Chief Controls Office for CIB Relationship and Ring‑Fenced Bank (RFB) Product teams, ensuring a consistent operating framework is applied across all jurisdictions and steering the direction for first line risk and controls. You’ll act as a trusted business partner to front‑office leadership and represent CIB at key Executive and Regulator meetings.
Key accountabilities include:
Leading and developing a specialist Controls Office team that provides expertise across credit, conduct, economic crime, operational and change risk for CIB Relationship and RFB Product teams.
Ensure continued improvements to the CIB control environment through assessments of the design and effectiveness of key controls aligned to Lloyds Banking Group’s Enterprise Risk & Control Framework, supported by effective KRIs, control testing and remediation.
Leading first line issue and incident management across the portfolio, including events, near misses and audit or compliance findings, driving robust root cause analysis, clear remediation plans, and sustainable control fixes.
Structuring risk and control forums for Relationship and Product teams, providing senior leaders with clear, actionable insight on control adequacy and emerging risks.
Collaborating with second line Risk and Compliance teams and Internal Audit, providing high‑quality responses to reviews, regulatory queries, and thematic work.
Driving a strong and accountable risk culture across CIB, continuously uplifting capability and ensuring deep relevant Regulatory knowledge in CIB teams.
What We’re Looking For
Significant experience within Corporate & Institutional Banking (5+ years), including deep understanding of CIB products, client lifecycle processes, and associated risk types.
Extensive first line risk and control experience (5+ years) across operational and non‑financial risks, including credit, conduct, economic crime and change risk.
Strong leadership experience (5+ years) leading specialist risk, controls or assurance teams within complex, highly regulated financial services environments.
Experience of leading regulatory engagement and in‑depth knowledge of regulatory expectations (FCA handbook and PRA risk management requirements) and industry standard methodology for risk governance and first line control frameworks, translating regulatory requirements into practical, front‑office‑ready controls.
Senior partnering capability, including the ability to challenge and influence Relationship, Coverage and Product Heads while maintaining strong commercial awareness.
Proven experience embedding risk ownership and risk culture through the design of training and competency programmes and ensuring consistent application of policies, standards, and controls.
