Role Purpose

As People & Culture Manager – Back Office (HR Operations), you are accountable for the end‑to‑end delivery of high‑quality, compliant HR Services in the Netherlands. You lead and develop a local HR Operations team of 7 people and ensure accurate payroll, effective benefits administration, compliant absence management, and excellent employee support.

This is a hands‑on people leadership role with clear ownership for payroll accuracy, operational excellence, regulatory compliance and continuous improvement. You act as a trusted operational partner to employees, managers, vendors and internal stakeholders, ensuring HR processes are reliable, efficient and fit for business needs.

Key Accountabilities

Local HR Operations Delivery

You lead the local HR Services team responsible for daily people operations.

  • Manage and develop P&C Assistants and Payroll Specialists

  • Ensure high‑quality delivery of:

  • Employee records and data management

  • Absence, reintegration, and time‑off processes

  • Benefits administration and changes

  • Act as first escalation point for complex employee or manager issues

  • Ensure clear, documented and up‑to‑date local operating procedures (LOPs) across all processes

  • Maintain compliance with Dutch labor law, social security, and fiscal regulations

Payroll Leadership & Compliance

You have full accountability for payroll delivery in the Netherlands.

  • Oversee the end‑to‑end payroll process, ensuring accuracy, timeliness and statutory compliance

  • Perform and own monthly pre‑payroll validation, checks and corrections

  • Approve payroll outputs and authorize payroll release

  • Manage overpayments, reclaim processes and prior tax year corrections

  • Ensure payroll data, benefits and deductions are accurate and auditable

  • Identify and implement continuous improvements to payroll processes, controls and efficiency

Success looks like: Zero critical payroll errors, clean audits, predictable delivery and high employee confidence.

Process Improvement, Reporting & Risk Management

You continuously strengthen the way work gets done.

  • Ensure country‑specific processes align with:

  • Local legislation and regulatory requirements

  • bp policies, global standards and best practice

  • Identify risks, inefficiencies and control gaps; implement sustainable improvements

  • Own documentation and knowledge management for audits and controls

  • Produce, analyze and present HR and payroll metrics to support decision‑making

  • Contribute subject‑matter expertise to projects, changes and issue resolution

Success looks like: Reduced rework, clearer processes, improved controls and data‑driven insights.

Stakeholder & Vendor Management

You operate at the intersection of local and global HR delivery.

  • Build strong working relationships with local and global stakeholders

  • Act as primary escalation point for HR service and payroll vendors

  • Hold vendors accountable for service levels, issue resolution and compliance

  • Collaborate cross‑functionally to support country and global HR priorities

Success looks like: Professional partnerships, resolved escalations and predictable service delivery.

What you bring

Experience & Qualifications

  • Bachelor’s degree in HR, Business Administration or similar

  • Additional qualifications or training in payroll, employment legislation, social security or benefits

  • 5+ years’ experience in HR Services and payroll operations

  • Proven people management experience

  • Strong knowledge of Dutch employment law, payroll, social security and benefits

  • Experience with HR systems (time management & payroll), ADP preferred

  • Project or change management experience is a strong advantage

  • Experience managing remote or globally connected teams is beneficial

  • Structured problem‑solver, comfortable handling complex cases

  • Fluent in English and Dutch

Working at bp

This role is based at bp’s central Dutch office near the Rotterdam Refinery in Europoort. The location is not accessible by public transport; employees must be able to commute independently. Presence in the office is expected at least three days per week.
