Description of Work

You must apply by 11:59 PM prior to the posted closing date.The Division of Planning & Programming is responsible for administering North Carolina’s transportation capital improvement program with funding of $3.2 billion per year. The activities required to fund capital improvement projects are done in different units within the Division and require coordination with units outside the Division. This position will provide direction and oversight of the capital improvement program and will be responsible for ensuring that the program is being run efficiently and is complying with both federal and state laws. There are numerous actions required and many groups both within the Division and within the larger NCDOT organization that play a role in ensuring the Department is complying with all State and Federal funding regulations. This position will provide technical advice and operations to supporting team members, supervisors, Division, senior management and FHWA. This position will assign, review, and provide technical guidance on work performed by Program Analysts within the Unit to ensure compliance with STIP funding requirements, federal regulations, and internal procedures. This position will also monitor unit processes and efficiency, will make suggestions to upper management to streamline procedures. They will generate reports to support all necessary operations within the unit, and as requested by management to assist with any decisions.

Salary Grade and Salary Range: NC20 $70,478-$123,336

- Demonstrated ability to compile, analyze and summarize administrative, programmatic and fiscal data for assessing agency capacity.
- Demonstrated ability to develop/ written documents/oral presentations and/or reports conveying information and to communicate effectively.
Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
