Who we’re looking for
Toyota Financial Services (TFS) is seeking a National Manager, Enterprise Data Governance. This role is a program leadership role and is responsible for operationalizing TFS's Data Governance Program across the enterprise, driving the council architecture, instituting data governance across enterprise business domains, deploying data governance through policy as code and building the data literacy capability that converts governance policy into business behaviors.
This is the role that makes the Data Governance Operating Model real. You will work directly with Executives, Business Data Owners, Data Stewards, technical and business domain leads, and many other stakeholders to move TFS closer to the goal of robust governance-in-practice.
The Ideal Profile
You’ve led a governance program, not merely supporting one. You understand what it takes for a Business Data Owner to truly own their domain—not just sign off on a form, but actively attend council meetings, understand their data quality scorecards, and make the decision to escalate a data issue when needed.
You understand complex, regulated environments such as banking, insurance, and automotive lending. You’ve done this work in organizations where the regulatory stakes were high, and the political dynamics were equally complex.
You are also a builder of thought leadership, consensus, and shared understanding. You create training that stays relevant, write governance content in clear, concise language, and facilitate workshops that leave business users with practical takeaways they can use the very next day.
You are credible with executives and effective with teams. You can brief an executive on program status without obscuring the issue, and you can coach a junior steward with patience and clarity. You hold yourself to the same standards as the governance program: precise, documented, and measurable.
What you’ll be doing
Governance Program Execution:
Own the end-to-end execution of TFS’s Data Governance Operating Model, including council structure, stewardship assignments, decision rights, escalation paths, and the operating cadence across enterprise data domains.
Lead the governance program across TFS’s key business domains by building domain-specific stewardship capabilities and driving measurable improvements in data quality and compliance.
Manage the Data Governance Office backlog, stakeholder prioritization queue, and cross-functional dependency coordination, while providing transparent program status updates to senior leadership.
Develop and enforce data governance policies, standards, and control requirements aligned with business strategy, regulatory obligations, and industry frameworks such as DAMA DMBOK.
Partner with Business Data Owners to formalize data ownership and stewardship roles, ensuring accountability is clearly assigned, understood, and actively operationalized.
Data Quality, Risk, and Lifecycle Management:
Define and operationalize data quality frameworks across critical data domains, including dimension definitions such as completeness, accuracy, consistency, timeliness, and uniqueness, along with rule governance, scorecard design, and remediation workflow management.
Identify, document, and manage data risk across the full data lifecycle, with governance controls embedded at each stage, from creation and ingestion to use, sharing, archival, and deletion.
Ensure governance controls remain aligned with TFS’s regulatory obligations under GLBA, CFPB, CCPA, Sarbanes-Oxley, and applicable risk data aggregation standards, while partnering with Risk and Compliance to define and monitor risk appetite.
Oversee data provenance and lineage requirements, ensuring every data element used in regulatory reporting, financial analytics, or AI models can be traced to a trusted, governed source.
Data Catalog and Metadata Management:
Drive adoption of TFS’s enterprise data catalog platform, including business glossary development, metadata tagging standards, data classification schema design, and policy center configuration.
Help build and maintain TFS’s business glossaries as living governance artifacts, ensuring terms are written in clear business language, owned by stakeholders, and actively used across the organization.
Partner with data engineering and platform teams to embed metadata capture, lineage tracking, and data contract enforcement into both existing and new data pipelines.
Establish standards for data dictionaries, canonical data model governance, and reference/master data governance protocols across enterprise domains.
Data Literacy, Training, and Enablement:
Design and deliver structured data literacy programs for business stakeholders across TFS, from frontline stewards to executive sponsors, grounding governance in their specific operational context.
Build and maintain a governance enablement content library, including training curricula, workshop decks, quick reference guides, steward onboarding playbooks, and governance knowledge base articles written in plain language for non-technical audiences.
Facilitate governance workshops, lunch-and-learns, data domain office hours, and steward onboarding sessions that make abstract governance concepts practical and actionable for business users.
Measure the effectiveness of literacy and adoption programs through steward capability assessments, catalog utilization metrics, glossary engagement rates, and the quality of governance council participation.
Build and manage TFS’s governance knowledge hub in partnership with Communications and Enterprise Learning & Development, ensuring governance learning resources are accessible, current, and domain specific.
Stakeholder Engagement and Executive Reporting
Serve as a trusted advisor and program lead to senior data and technology leadership on governance program status, risk posture, and maturity trajectory.
Prepare and deliver executive-ready governance reporting, including program dashboards, domain maturity scorecards, risk heat maps, and milestone tracking against the governance roadmap.
Navigate cross-functional stakeholder dynamics across business, technology, risk, compliance, and data engineering, building broad alignment on data issues.
Lead, coach, and develop direct reports and program staff, fostering a team culture of accountability, intellectual rigor, and continuous improvement.
What you’ll bring
10+ years of hands-on, practitioner-level experience in enterprise data governance, data management, or a closely related data discipline, with direct ownership of governance program delivery rather than advisory or audit support.
Proven experience designing and operationalizing a Data Governance Operating Model, including council structures, stewardship frameworks, decision rights, escalation paths, and governance cadence in a regulated enterprise environment.
Deep working knowledge of DAMA DMBOK and the ability to apply its knowledge areas—such as data quality, metadata management, data lifecycle, master data, data security, and reference data—across a multi-domain governance program.
Hands-on experience with Informatica CDGC, Informatica IDMC, or a comparable enterprise data catalog platform such as Alation, Collibra, or Atlan, including business glossary configuration, policy center workflow design, and business user adoption.
Experience designing and delivering data literacy programs, training curricula, governance enablement content, or structured change management campaigns for non-technical business audiences at enterprise scale.
Strong regulatory fluency across financial services data requirements, including GLBA, CFPB, CCPA, and Sarbanes-Oxley, with familiarity with risk data aggregation principles such as BCBS 239 or equivalent.
Demonstrated ability to lead cross-functional governance bodies, including charter design, meeting facilitation, quorum and decision-rights management, and navigation of first contested decisions.
Strong written and verbal communication skills, with the ability to translate complex governance concepts into plain-language business deliverables, executive briefings, and steward-level training materials.
