Description of Work
This is a REPOST of position 65029689. Previous applicants MUST REAPPLY to be considered.The Environmental Specialist II (ES II) position is located in the Division of Waste Management, Brownfields Redevelopment Section (BRS). The ES II will primarily be a compliance inspector for the BRS, with at least 60% of work being field based. Field inspections will include driving to and from sites across the state; review of site conditions, land uses on and in the vicinity of the site; identification of potential issues with vapor mitigation systems during installation and post-construction; oversight of soil excavation, disposition, and management; observations of chemical storage practices; and other aspects of site conditions that bear on compliance with a brownfields agreement and land use restrictions.
In addition to field inspections, the individual will conduct desktop reviews to determine compliance with existing land use restrictions and other provisions of brownfield's agreements. The ES II will complete and submit inspection reports detailing the results of inspections and provide assistance to Brownfields stakeholders. The area served will include Brownfields properties throughout the state.
Key Responsibilities:
• Ability to travel state-wide to conduct Brownfields property inspections.
• Evaluate vapor intrusion mitigation measures as compared to the engineer designs both during and post installation.
• Review project files as needed to determine whether a property is in compliance with its Land Use Restrictions or other provisions of brownfield's agreements.
• Provide compliance assistance to property owners and prospective developers. There will be considerable contact with the public and therefore, must present and communicate technical information to various stakeholders.

The Division of Waste Management is responsible for protecting the public health and environment through assuring that solid and hazardous waste and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This position is home-based and requires the employee to reside within the Charlotte region area (Mecklenburg, Gaston, Lincoln, Iredell, Rowan, Catawba, Stanley, Union, York & Lancaster Counties).
