Job Summary 

 

Under the general supervision of the Unit Chief of the Digital Excellence and Advisory Unit within the Information Technology Department (ITD), the IT Strategist/Sr. IT Strategist – Governance, Infrastructure, Cloud & Agentic AI contributes to improving the coherence, consistency, and sustainability of the Fund’s technology landscape. The role focuses on infrastructure architecture and Application Portfolio Management (APM), complemented by modern enterprise architecture practices such as cloud‑native modernization and AI‑enabled development. 

Within this scope, the role treats Agentic AI as an important architectural focus area, alongside cloud, security, and integration, emphasizing analysis, documentation, and support for responsible adoption within established governance frameworks. 

 The role supports alignment of technology initiatives with the Business Technology Strategy (BTS), contributes to modernization efforts, and assists in identifying and mitigating technical debt across the portfolio. 

Main Duties and Responsibilities

 

1. Enterprise Architecture & Portfolio Support 

  • Contributes to the development and maintenance of enterprise architecture roadmaps across infrastructure, applications, integration, and data, working in coordination with ITD teams. 

  • Support the definition and documentation of target‑state architectures, including cloud services, hybrid and on‑premises platforms, information objects, and business capabilities. 

  • Support Application Portfolio Management activities, including application inventory, capability and information modeling, and technology lifecycle analysis, with attention to data quality. 

  • Participate in architectural discussions related to modernization from legacy systems toward modular, cloud‑native, and AI‑enabled architectures. 

  • Contribute to application rationalization activities (retire / replace / modernize) aimed at reducing technical debt. 

 

2. Architecture Governance & Standards Support 

  • Participate in enterprise architecture governance forums and related working groups. 

  • Contribute to the documentation and maintenance of architectural principles, technology standards, and reference materials. 

  • Support Architecture Review Board (ARB) processes through preparation of materials, architectural analysis, and follow‑up actions. 

  • Develop and maintain enterprise architecture artifacts such as capability models, application maps, infrastructure views, data models, and integration patterns. 

  • Encourage reuse of approved patterns and reference architectures across projects. 

  • Assist, as requested, in the review of technology proposals and platform options. 

  • Support integration approaches based on secure APIs, event‑driven architectures, and managed platform services. 

  • Collaborate with Cybersecurity teams to support alignment with Zero Trust principles, secure SDLC practices, and data protection requirements. 

 

3. AI & Agentic Architecture Analysis 

  • Work with the AI Division and relevant stakeholders to support architectural guardrails for AI‑assisted development, intelligent automation, and Agentic AI‑enabled platforms. 

  • Contribute to the analysis and documentation of architectural considerations for Agentic AI, including trust boundaries, identity and access models, risk considerations, ethical AI principles, and human‑in‑the‑loop mechanisms. 

  • Support documentation of Agentic AI architectural patterns, including autonomous and semi‑autonomous agents and their integration within the broader enterprise landscape. 

  • Contribute to reference architectures and guidance for multi‑agent systems, including Agent‑to‑Agent (A2A) interaction patterns and lifecycle considerations. 

  • Assist in maintaining standards related to context management and interoperability for AI‑enabled systems (e.g., Model Context Protocols). 

  • Support evaluation of emerging AI and Agentic AI tools and platforms from an architectural and risk‑aware perspective. 

Minimum Requirements

Advanced university degree in computer science, engineering, information systems, or related field of study or equivalent, plus a minimum of 4 years of relevant professional experience; or bachelor’s degree in computer science or a related field of study plus a minimum of 10 years of relevant professional experience is required.

  • Relevant certifications (e.g., TOGAF, cloud architecture, security, or ServiceNow), or willingness to pursue them. 

  • Experience using enterprise architecture or portfolio management tools (e.g., ServiceNow EA Workspace). 

Technical & Architecture Background

Several years of experience in architecture, engineering, or related IT roles, with exposure to: 

  • Infrastructure architecture (cloud, hybrid, network, storage, compute) 

  • Application Portfolio Management (APM) concepts and tools (e.g., ServiceNow CSDM) 

  • Cloud‑native design and modernization concepts 

  • Enterprise integration approaches (APIs, event‑driven, messaging) 

  • Security architecture fundamentals and Zero Trust concepts 

  • Data platforms, governance, and analytics 

  • Automation, DevOps, and Infrastructure as Code (IaC) concepts 

  • ServiceNow ITOM, ITAM, APM, and CSDM 

Architecture Frameworks 

  • Familiarity with enterprise architecture frameworks (e.g., TOGAF) and ServiceNow CSDM. 

  • Understanding of technology lifecycle management and application portfolio rationalization concepts. 

Collaboration & Communication 

  • Ability to work effectively with technical and non‑technical stakeholders. 

  • Clear written and verbal communication skills. 

  • Ability to analyze architectural topics and present findings in a concise and structured manner.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
